About this file
This is Addendum No. 2 to the bid documents for the Sullivan Circle Drainage Project issued by the Town of Pine Mountain, Georgia, dated October 21, 2025, for Engineer's Project No. P22-121. The addendum modifies the original September 2025 bid documents and addresses clarifications regarding project scope, including drainage infrastructure installation, utility coordination, and site restoration. The project requires the installation of reinforced concrete pipe (RCP) storm lines in 15-inch, 18-inch, and 24-inch diameters totaling 410 linear feet, six drop inlets with pedestal tops, two flared end sections, and one headwall. Additional work includes clearing and grubbing, asphalt and concrete replacement, grading, erosion control, permanent grassing, and coordination of power pole relocation. The bid submission deadline is October 28, 2025, at 10:30 AM, with a questions deadline of October 21, 2025, at 10:30 AM. The contract term is 150 consecutive calendar days from the Notice to Proceed. Twenty-two contractors are listed as plan holders, including firms such as Barksdale Contracting & Supply, Crawford Grading & Pipeline, Inc., Cleary Construction, and Mid-South Builders, Inc.
The revised bid form specifies unit price items with estimated quantities, including flowable fill reduced from 50 cubic yards to 5 cubic yards and separate line items for standard and decorative concrete driveway replacement. Bid pricing shall be presented in both words and figures, with amounts written in words taking precedence in case of discrepancy. Bidders must acknowledge receipt of the addendum on Bid Form 00300-5 and are required to submit a bid security equal to five percent of the total bid amount. The bid is valid for 60 calendar days following the submission deadline. Utility conflicts discovered during construction will be addressed on a case-by-case basis, and power pole relocation will be positioned approximately 15 feet south within the permanent slope and maintenance easement. Road crossing replacement must be asphalt only and cannot be substituted with concrete or black concrete.

Questions:
Q1. If I have not aliens working for me, do I need to submit section 00491?

Q6. If rerouting existing water main is required, would this scope of work require a state issued utility contractor’s license?
A6. See answer to Q5.
Q7. Can the cost to replace the decorative concrete be its own line item separate of the standard concrete due to the difference in cost?
A7. See revised Bid Form attached.
