About this file

This is Addendum No. 2 to RFQ2026015, issued by the City of Kissimmee, Florida on September 3, 2026, for Continuing Professional Engineering Services. The addendum provides clarifications and corrections to the original solicitation, addressing 18 specific questions from proposers regarding scope of services, submission organization, required forms, and evaluation criteria. The City seeks to establish a continuing services pool with multiple qualified engineering firms to provide comprehensive professional engineering services on an as-needed basis through individual task orders. Services encompass civil engineering design, transportation engineering, water and wastewater system engineering, stormwater management, environmental engineering, infrastructure planning, utility coordination, construction engineering support, engineering studies, grant application support, permitting coordination, construction phase services, surveying and mapping, geotechnical engineering, and environmental and resiliency engineering. The proposal deadline is September 28, 2026, and the City anticipates selecting multiple firms but has not specified a fixed number of award recipients.

Key clarifications include that the 17 bulleted services in the scope represent the overall range of services rather than 17 separate disciplines; proposers should organize qualifications based on applicable professional disciplines of their proposed team; the three required project examples need not demonstrate every discipline; and selection does not guarantee minimum work volume, exclusivity, or compensation. The City clarified that water, wastewater, and reclaimed water engineering services are included but do not supersede Toho Water Authority's existing role and contracts. Proposers may cross-reference information across submittal sections to avoid duplication, resumes count toward page limits, supplemental pages may be added for additional subconsultant listings, and references may be submitted in proposer-selected formats provided required information is clearly identified. A valid Business Tax Receipt from a firm's local office jurisdiction satisfies the requirement; a City of Kissimmee receipt is not required for eligibility. All required forms are available in Addendum 1, and proposers must acknowledge receipt of addenda as part of their submission.

Addendum No. 2

Project: Continuing Professional Engineering Services Bid No: RFQ2026015

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

1. Could you please clarify the following:

Please verify that Water, Wastewater and Reclaimed water system engineering is included in the services being requested under this contract. Does this contract supersede water, wastewater and reclaimed what contract work associated with TOHO’s service area which includes the City of Kissimmee?

Answer: The City's intent is for the Scope of Services to include water, wastewater, and reclaimed water engineering services as needed to support City projects. These services are not intended to supersede or replace Toho Water Authority's role, responsibilities, or existing contracts for the ownership and operation of its utility systems. Task orders involving these utilities may include coordination with Toho Water Authority, utility evaluation, engineering analysis, design, hydraulic modeling, permitting support, and other related engineering services, as applicable to the specific project.

2. The City lists numerous services under the Scope of Services section on page 7; are these supposed to be considered the same as the "disciplines" that are referred to in "3.5 RFQ Organization"? #3 under this section states a max of 3 pages per designated discipline, but doesn't list specific disciplines outside of the scope of services.

Answer: The services listed in Section 3.1 and Exhibit A represent the overall Scope of Services and are not intended to represent 17 separate disciplines. The term "Designated Discipline(s)" refers to the applicable professional disciplines represented by the proposed Project Manager and Project Team. Respondents should organize their qualifications based on the disciplines applicable to their proposed team and the services necessary to demonstrate their ability to provide the full Scope of Services.

3. For "#5. Related Projects/Experience" in Section 3.5, the requirement is a minimum of 3 projects with a max of 6 pages – should each project example then be encompassing of all disciplines being submitted for?

Answer: No. The three required project examples do not need to encompass every discipline included in the Scope of Services. The project examples should demonstrate the firm's relevant experience and qualifications in the disciplines and types of services applicable to the proposed team. Respondents should use the available page limit to demonstrate the breadth and relevance of their experience in providing the full Scope of Services.

4. Five forms are referenced as required at Tab 9, but are not included in the solicitation package. Please provide the following forms:

• Sworn Statement on Disclosure of Relationships (Conflict of Interest)

• Certification Regarding Prohibition Against Contracting with Scrutinized Companies

• Certification Regarding Lobbying

• Certification Regarding Debarment / Suspension

• Addenda Acknowledgement Form (if applicable)

Answer: Forms are on addendum 1. Addenda Acknowledgement Form is at the end of each addendum.

5. Is there a reference form? Submittal guidance (page 10) for Tab 8 indicates submitting a maximum of three reference forms.

Answer: The City does not have a separate reference form. Respondents may use their own reference format, provided that the information requested in the RFQ is clearly identified. A maximum of three references may be submitted as specified in the RFQ.

6. The scope of services indicates 17 bulleted services (page 7). Submittal guidance references disciplines. For example, Tab 3 can include up to three pages per discipline, but no more than 12 pages if proposing on multiple disciplines. Please define the disciplines or confirm there are 17 total disciplines per the list on page 7.

Answer: No. The 17 services identified in Section 3.1 and Exhibit A represent the overall Scope of Services and are not intended to establish 17 separate disciplines. "Designated Discipline(s)" refers to the applicable professional disciplines represented by the proposed Project Manager and Project Team. Respondents should identify the disciplines applicable to their proposed team and demonstrate their ability to provide the full Scope of Services through in-house staff, qualified subconsultants, or a combination thereof.

7. Based on the answer provided to #3 above, will the City award contracts per discipline or an overall pool of consultants for all disciplines?

Answer: The City intends to select firms to establish a continuing services pool capable of providing the full range of services identified in Section 3.1 and Exhibit A. Task orders may be assigned to selected firms based on the specific project requirements, qualifications, experience, availability, and the disciplines and services needed for each assignment.

Selection of firms does not constitute an award of work for every discipline or guarantee a specific volume of work.

8. The City's 2021 continuing services contract included seven firms. Does the City anticipate selecting a similar number of firms under this solicitation, or a larger or smaller consultant pool?

Answer: The City anticipates establishing a pool of multiple qualified firms under this solicitation. The final number of firms selected will be based on the evaluation process and the City's needs.

9. Section 2.6 states that bidders must provide proof of a valid Business Tax Receipt from the jurisdiction of the bidder's place of business. If a proposing firm does not maintain an office within the City of Kissimmee, will a valid Business Tax Receipt from the jurisdiction in which the firm's local office is located satisfy this requirement? Alternatively, is a City of Kissimmee Business Tax Receipt required for eligibility under this solicitation?

Answer: A valid Business Tax Receipt issued by the jurisdiction in which the proposing firm's local office is located will satisfy this requirement. A City of Kissimmee Business Tax Receipt is not required solely for eligibility under this solicitation.

10. Under RFQ section 3.5, RFQ Organization, submittal section 2 (Qualifications of the Firm) includes topics such as project management structure, QA/QC, and ability to perform multiple Task Orders concurrently, which are also addressed in submittal sections 6 and 7.

Please clarify whether these topics should be addressed in each section or may be cross-referenced to avoid duplication.

Answer: Proposers may cross-reference information provided in other sections of the submittal to avoid unnecessary duplication. However, proposers should ensure that each section clearly addresses the specific evaluation criteria identified for that section.

11. Are Sections 1.1 through 1.4 of the agreement applicable to this RFQ and the resulting contract?

Answer: The agreement provided in the solicitation is a SAMPLE, sections 1.1 through 1.4 are appliable at this time. Items may be discussed with the selected firms and our legal team.

Answer: The cover page, table of contents, and divider tabs will not count toward the page limitations for the individual sections or the overall proposal.

13. The RFQ indicates that a wet signature is required. If a cover letter is not required, is a wet signature required only on the forms?

Answer: A wet signature is required where a signature is specifically requested on the required forms.

14. Section 1.8, "Qualifications Evaluation and Award," states that submissions will be evaluated based on price and that the award will be made to the lowest responsive and responsible submitter. Does this evaluation and award methodology apply to this RFQ?

Answer: Section 1.8 are general requirements section 3.6 Method of Selection supersedes section 1.8.

15. Given that Labor Day is in the middle of this pursuit period, and many of our key staff members will be out that week, would the City consider giving firms additional time to prepare a great proposal?

Answer: The City will not be extending the solicitation deadline at this time. All proposals must be submitted in accordance with the schedule and requirements established in the

RFQ.

16. The Firm Information Form includes tables for listing our team/subconsultants on #5 and #7.

If the number of proposed subconsultants exceeds the rows provided, would it be acceptable to add a supplemental page or include an additional table at the end of the form?

Please advise how you would you prefer the additional firms to be listed.

Answer: Yes. If additional rows are needed, proposers may add a supplemental page using the same format as the Firm Information Form. Please clearly identify the additional firms and indicate the corresponding section of the form (#5 or #7).

17. The RFQ refers to the References section as having a maximum of three forms rather than three pages. Are there specific forms that references are required to be submitted on for this section?
