About this file
This addendum to Request for Qualifications (RFQ) 2026015 from the City of Kissimmee, Florida, provides clarifications and required forms for the Continuing Professional Engineering Services solicitation. The City seeks qualified engineering firms to provide comprehensive professional services on an as-needed basis through individual task orders, including civil engineering design and analysis, transportation engineering and traffic studies, water/wastewater/reclaimed water system engineering, stormwater management and drainage engineering, environmental engineering and permitting support, infrastructure planning and engineering design, utility coordination and hydraulic modeling, construction engineering support services, engineering studies and feasibility analyses, grant application and funding support, permitting coordination with local, state, and federal agencies, construction phase services, preparation of construction plans and specifications, permitting and peer reviews, surveying and mapping services, geotechnical engineering services, and environmental and resiliency engineering services. The City expects selected firms to demonstrate capability to provide the full range of services either through in-house staff, qualified subconsultants, or a combination of both. The qualifications submission deadline is September 28, 2026, with no established minimum work guarantees, compensation levels, or exclusivity provisions.
The addendum clarifies that firms may self-designate applicable disciplines without limitation, subject only to page count restrictions and submittal requirements, and confirms that the page limit (12 pages equivalent to four disciplines at three pages each) and organization chart provisions apply regardless of paper size. The City has not established scoring criteria for small business participation. Professional licenses and certifications are required but do not count toward the page limit, whereas resumes are included in the page count. The addendum attaches five required forms: Firm Information Form, Sworn Statement on Disclosure of Relationships and Conflict of Interest, Certification Regarding Prohibition Against Contracting with Scrutinized Companies, Certification Regarding Lobbying, and Certification Regarding Debarment/Suspension. Regarding utility services, the City clarifies that task orders may include utility coordination, evaluation, review, hydraulic analysis and modeling, design, and permitting support, not limited to coordination or review activities, with water/wastewater/reclaimed water services coordinated with Toho Water Authority as applicable.

Addendum No. 1
Project: Continuing Professional Engineering Services Bid No: RFQ2026015
TO ALL PROPOSERS:
The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.
1. Regarding this RFQ and the scope of services provided, are you looking for firms to fill every role in-house and/or with subconsultants, or may we respond with only the roles we have in-house that include a portion of the overall scope of services?
Answer: The City's intent is for selected firms to be capable of providing the full range of services identified in the Scope of Services, either through in-house staff, qualified subconsultants, or a combination of both. Firms do not need to provide every service in-house but must demonstrate the ability to provide the full scope through their proposed team.
2. Section 3.5 references Project Manager and Project Team qualifications “per Designated Discipline” and also states “if multiple disciplines are proposed” and “if all disciplines are proposed.”
Please confirm whether firms may submit qualifications for only the selected disciplines/services within the Scope of Services for which they are qualified, rather than being required to provide all services identified in Section 3.1 and Exhibit A.
If firms may propose selected disciplines, please also confirm whether the City has established specific discipline categories that respondents should use when organizing Tabs 3 and 4.
Answer: Respondents are expected to demonstrate qualifications and capabilities to provide the full range of services identified in Section 3.1 and Exhibit A, either in-house or through qualified subconsultants.
The references to "Designated Discipline(s)" in Section 3.5 are intended to identify the applicable disciplines within the overall Scope of Services for which the proposed Project Manager and Project Team are being presented. The City has not established separate discipline categories beyond those identified in the Scope of Services.
3. Can you please provide or direct me to the following required forms?
• Firm Information Form (noted in 3.5.1 of the RFQ)
• Sworn Statement on Disclosure of Relationships (Conflict of Interest) (noted in 3.5.9 of the RFQ)
• Certification Regarding Prohibition Against Contracting with Scrutinized Companies (noted in 3.5.9 of the RFQ)
• Certification Regarding Lobbying (noted in 3.5.9 of the RFQ)
• Certification Regarding Debarment / Suspension (noted in 3.5.9 of the RFQ)
Answer: attached to this addendum.
4. Section 3.5 refers to "Designated Discipline(s)" for Project Manager Qualifications, but the Scope of Services describes a broad range of engineering disciplines that could fall under this continuing services contract. Will the City identify which specific discipline(s) it expects proposers to designate for this submittal, or is it the proposer's responsibility to select and designate the discipline(s) most relevant to their firm's proposed scope of work?
Answer: Respondents should identify the disciplines represented by their proposed Project Manager and Project Team based on the Scope of Services identified in Section 3.1 and Exhibit A.
However, respondents are expected to demonstrate the ability to provide the full range of services included in the RFQ, either through in-house staff, qualified subconsultants, or a combination thereof.
5. If proposers are responsible for self-designating disciplines, is there a limit on the number of disciplines that may be proposed, or is the 12-page cap (equivalent to four disciplines at 3 pages each) the only governing constraint?
Answer: There is no specific limit on the number of disciplines that may be identified.
However, respondents must comply with the page limitations and other submittal requirements established in the RFQ.
Respondents should use the available pages to demonstrate the qualifications and experience of their proposed team across the disciplines necessary to provide the full Scope of Services.
6. I reviewed the RFQ documents and didn't come across any incentives for small business participation. Is that correct, no scoring criteria for small, disadvantaged, or local developing business participation on this RFQ?
Answer: That is correct.
7. Are the following items listed in the 3.1 Scope of Services considered a “Designated Discipline”? “Designated Discipline” is referenced twice in section 3.5 (3 and 4).
o Civil engineering design and analysis o Transportation engineering and traffic studies o Water, wastewater, and reclaimed water system engineering o Stormwater management and drainage engineering o Environmental engineering and permitting support o Infrastructure planning and engineering design o Utility coordination and hydraulic modeling o Construction engineering support services o Engineering studies, reports, and feasibility analyses o Grant application and funding support (when applicable) o Permitting coordination with local, state, and federal agencies o Construction phase services, including submittal review and technical support o Preparation of construction plans, technical specifications, and cost estimates o Permitting and Peer reviews.
o Surveying and mapping services, including boundary, topographic, and construction staking o Geotechnical engineering services, including subsurface investigations and foundation recommendations o Environmental and resiliency engineering services, including wetlands, coastal, and regulatory compliance support
Answer: The services listed in Section 3.1 and Exhibit A represent the overall Scope of Services for the continuing services contract. The term "Designated Discipline" refers to the applicable professional disciplines represented by the proposed Project Manager and Project Team.
Respondents should identify the disciplines applicable to their proposed team and demonstrate the firm's ability to provide all services within the Scope of Services, either through in-house staff, qualified subconsultants, or a combination of both.
8. Can you please provide or direct me to the following required forms?
9. We would like to request clarification on the following regarding RFQ2026015:
Given that Toho Water Authority owns and operates the water, wastewater, and reclaimed water systems serving the City of Kissimmee, please clarify the anticipated extent of utility engineering services contemplated under this continuing services contract and whether utility-related task orders are expected to be limited to coordination/review services or may include design services.
Answer: The City's intent is for the Scope of Services to include utility-related engineering services as needed to support City projects. While Toho Water Authority owns and operates the City's water, wastewater, and reclaimed water systems, task orders may include utility coordination, evaluation, review, hydraulic analysis/modeling, design, permitting support, and other related engineering services, as determined by the specific project. Services are not limited solely to coordination or review.
10. Can the organization chart be printed on 11x17 size paper?
Answer: Yes. The organization chart may be submitted on 11x17-inch paper. The organization chart will be counted as one page toward the applicable page limit, regardless of paper size.
11. For Section 4, are resumes included in the paper count? Also, does the city want copies of licenses and certifications, and does that count towards the page limit?
Answer: Copies of professional licenses and certifications are required and will not count toward the page limit.
12. The required forms were not included in the RFQ. Are they available for download somewhere?
13. The subject RFP references several forms that are not in the solicitation package or on DemandStar. Can you direct me to where I can download the following forms?
• Sworn Statement on Disclosure of Relationships (Conflict of Interest)
• Certification Regarding Prohibition Against Contracting with Scrutinized Companies
• Certification Regarding Lobbying
• Certification Regarding Debarment / Suspension
14. In the RFQ Organization, the submittal shall be organized in tab1 Firm Information, it states that there is a form that needs to be completed. However, in review of the RFQ, I do not see the form. Can you please provide me with the form?
Answer: The Firm Information Form is being provided as part of this Addendum.
Respondents shall complete and include the form in Tab 1 as required by the RFQ.
15. Can the City please confirm which of the City’s utilities this RFQ applies?
Answer: The RFQ may include engineering services associated with City infrastructure and utility-related projects involving water, wastewater, reclaimed water, stormwater, drainage, and other related infrastructure, as applicable to individual task orders. Water, wastewater, and reclaimed water services shall be coordinated with Toho Water Authority, as applicable.
16. Is a firm required to provide all services in all utilities, or will consideration be given if a firm only provides certain services?
Answer: Yes. The City's intent is for each selected firm to have the capability to provide the full range of services identified in Section 3.1 and Exhibit A. Firms are not required to provide every service with in-house personnel and may utilize qualified subconsultants to provide services not available within the prime consultant's organization.
17. Section 3.1, Scope of Services: The 8th bullet references "Construction Engineering support services."
For clarification please confirm whether this bullet, is not, or is, implying Construction Engineering and Inspection (CEI) services.
Answer: The reference to "Construction Engineering Support Services" is intended to include engineering support during construction, such as technical support, submittal review, RFI review, design clarification, field assistance, and other related engineering services.
A. ACKNOWLEDGMENT OF ADDENDA:
1. The proposer shall acknowledge receipt of this addendum by completing the applicable section in the RFQ. The Proposer shall submit said Form with the proposal.
2. All other terms and conditions of the RFQ remain unchanged.
