About this file

This is an Addendum to a Request for Proposal issued by the New Hampshire Fish and Game Department for professional licensed engineering services to design and replace a damaged stream crossing at the Connecticut Lakes Natural Area in Pittsburg, New Hampshire. The project requires a comprehensive Hydrologic & Hydraulic study, engineering analysis, and complete design services for the removal and replacement of a 6-foot CMP culvert on Scott Bog Spur Road. The selected firm must evaluate three crossing options—a free span bridge, open bottom culvert, and squish culvert—and recommend the most suitable solution based on aquatic organism passage, longevity, public safety, and cost-effectiveness. The design must accommodate HS-20 load ratings supporting vehicles up to 100,000 pounds, including cement trucks for Scott Bog Dam maintenance. Deliverables include detailed plans for NHDES wetland permitting and FEMA submission, along with a cost estimate for replacement using a new 6-foot CMP culvert with United States-sourced materials. A mandatory site visit is scheduled for May 12, 2026, at 10:00 AM at the Pittsburg Fire Department parking lot. Proposals are due May 29, 2026, at 12:00 PM, with contract selection notification anticipated June 5, 2026, and Governor & Executive Council approval expected by July 22, 2026. Design work is anticipated for summer-fall 2026, with construction scheduled for spring-summer 2027.

The evaluation employs a 100-point scoring system with 50 points allocated to the technical proposal—including references, company qualifications, key personnel, and project plan—and 50 points to the price proposal, which must be submitted on a lump sum or not-to-exceed basis. No specific award value or budget range is provided. The project is partially funded by the Department of Homeland Security Federal Emergency Management Agency (FEMA), requiring compliance with federal regulations including Executive Order 11246 regarding equal employment opportunity and debarment/suspension requirements. Vendors must indicate whether their business qualifies as a minority business enterprise, women's business enterprise, or labor surplus area firm per 2 CFR 200.3212. Permitting costs are explicitly excluded from the RFP scope, with the New Hampshire Fish and Game Department retaining full responsibility for obtaining necessary permits. No set-aside designations or incumbent contractor restrictions are specified.
