About this file

This is Addendum #01 to a Request for Proposal (RFP) issued by the New Hampshire Fish and Game Department for professional licensed engineering services related to the Connecticut Lakes Natural Area Scott Bog Spur Road Stream Crossing Replacement project. The addendum addresses four questions raised during the mandatory site visit held on May 12, 2026, and clarifies key scope, scoring, and timeline elements. The selected engineering firm will be responsible for completing a Hydrologic & Hydraulic study, comprehensive engineering analysis, and complete design services for the stream crossing replacement. The firm must also complete all necessary New Hampshire Department of Environmental Services (NHDES) permitting and participate in monthly virtual meetings with NHFG via Microsoft Teams beginning after contract approval and continuing through final design submission. The revised bid closing date is June 2, 2026, at 12:00 PM Eastern Time, with the inquiry period ending May 21, 2026. NHFG anticipates receiving the complete engineered design and H&H study by November 30, 2026, and requires all required NHDES permitting to be completed and approved by April 1, 2027, to facilitate FEMA submission in fall 2026 and construction during summer 2027.

The addendum corrects a critical scoring discrepancy, confirming that the price proposal is worth a maximum of 50 points, not 20 points as previously stated in Section 6 Part G. Previously, the RFP indicated that NHFG would be responsible for NHDES permitting; however, this addendum transfers that responsibility entirely to the selected engineering firm. The contract is partially funded by the Department of Homeland Security Federal Emergency Management Agency (FEMA) and requires compliance with federal regulations, including Executive Order 11246 regarding equal employment opportunity. The purchasing agent is Jonah Rosa at NH.Purchasing@das.nh.gov, and all changes noted in this addendum supersede previously submitted documents and must be submitted with the bid.

ADDENDUM # 01 TO BID INVITATION F+G 2026-02

DATE AND TIME OF BID CLOSING: 6/2/2026 12:00 PM

FOR: Connecticut Lakes Natural Area Scott Bog Spur Road Stream Crossing Replacement

These responses are directed towards questions received during the mandatory site visit on May 12, 2026.

Once the inquiry period ends on May 21, 2026, additional questions and responses may be posted.

Question 1: It was noted that Section 6 Part G (Step 5: Price Proposal Review) incorrectly lists a maximum potential score of 20 points associated with the price of the proposal that will be used during the scoring process. The table in Section 6 Part A lists a maximum potential score of 50 points associated with the price of the proposal.

State Response: The table in Section 6 Part A that shows 50 points associated with the price of the proposal is correct. Part G of Section 6 (Step 5: Price Proposal Review) should have listed 50 points not 20 points associated with the maximum potential score for the price of the proposal.

Question 2: Will there be any required meetings between New Hampshire Fish and Game (NHFG) and the selected engineering firm to discuss the engineered design as it is being developed?

State Response:

The following is hereby added to Section 2, Part 2 (Scope of Work) of this bid:

Monthly virtual meetings via Microsoft Teams between the selected engineering firm and NHFG will be required. The exact meeting dates will be selected after the approval of the contract by the Governor and Executive Council. Meetings will occur once per month beginning after the approval of the contract and lasting through the submission of the final design.

Question 3: Will permitting be included in this RFP? This can influence the final design of this crossing.

State Response:

The following is hereby added to Section 2, Part 2 (Scope of Work) of this bid:

The selected engineering firm will complete all necessary New Hampshire Department of Environmental Services (NHDES) permitting for the replacement of the crossing identified in RFP F+G 2026-02. It was previously mentioned in Section 2 of this RFP that NHFG will be responsible for obtaining all necessary NHDES permitting. This is no longer true, and the selected engineering firm will now be responsible for completing and obtaining all required NHDES permitting to adhere to all NHDES and FEMA regulations and requirements for the complete replacement of this crossing.

Question 4: When is NHFG hoping to receive the finished products that are detailed in this RFP?

State Response: NHFG would like to receive the complete engineered design and H&H study by November 30, 2026. This will allow us to submit the design to FEMA during fall of 2026 and hopefully allow construction to take place during the summer of 2027. We would like to have all required NHDES permitting completed and approved by NHDES by April 1 of 2027.
