The RFP closing date has been revised to August 16, 2024. The deadline for questions and substitution requests has been extended to August 7, 2024, with responses to be posted by August 12, 2024. The mandatory pre-bid meeting was held on July 17, 2024 at the two park sites. The RFP has been amended to change the minimum depth of the poured-in-place rubber surface from 1.5 inches to 1.0 inch, and to add an alternate for the poured-in-place surface coverage area. The County does not have site plans or drawings available, but will be searching for underground utility drawings to provide in a future addendum.
The RFP does not specify a budget amount, as this has not yet been determined by the Board of Commissioners. The County will be removing existing site amenities like benches and signs that are not part of the playground equipment. Proposers may submit pricing alternates, and the County reserves the right to exercise any combination of the pricing options provided.

The following are amendments to the RFP #441-24 Playground Upgrade for Rock Creek and
Veterans Memorial Parks:
1. A request to extend the questions/substitution requests has been received. The County is amending this date from July 23, 2024 to August 7, 2024, which will be the last day for questions. This date change will trickle down to the questions due date and the RFP closing date. Answers will be posted on August 12, 2024. The amended due date for responses is
August 16, 2024.
2. The requirement of a minimum of 1.5” top wear course cap for the poured in place rubber surface has been amended to a minimum of 1.0”.
3. An alternate has been added for the requirement of the poured in place rubber surface project area coverage. Please disregard the Price Proposal Sheet in the RFP and submit the revised version attached.
4. All other dates, specifications, terms and conditions remain the same as posted in the RFP document.
The following are amendments to the RFP #441-24 Playground Upgrade for Rock Creek and
Veterans Memorial Parks:
QUESTION: In order for us to provide equals to the 2 basis of designs, could the deadline date for substitutions be moved to August 7 & the RFP deadline submission date to August 16? Will approvals of substitute designs be issued prior to the approval deadline date?
ANSWER: Please see amendment number one above for this answer.
QUESTION: Will the County consider setting a budget number for each playground or an overall total number for both playgrounds that cannot be exceeded?
ANSWER: This dollar amount has not been determined by the Board of Commissioners at this time and is not scheduled to be brought before the Board until after the proposals are received and reviewed.
QUESTION: Our discussion yesterday seemed to lean toward leaving the fences as they are at
Rock Creek and the fences being demolished at Verteran’s Memorial. Will the County demolish the fences at Veteran’s Memorial?
ANSWER: The Contractor shall remove only the portion of the fence at Veteran’s Memorial
Park to allow them to square off the playground.
QUESTION: Yesterday, some of us made Moasure measurements of each playground area & also made larger measurements of the total available area. The Basis of Design descriptions do not give us the actual square footage for each playground. That will make a difference on surface costs
& install issues to navigate such as a light post & trees. Can you make site plan drawings or 2d drawings from the Basis of Design manufacturers available to everyone bidding?
ANSWER: The County does not have a site plan drawing or a 2D drawing.
QUESTION: Does the County have drawings showing underground utilities in both playground areas?
ANSWER: The Parks/Recreation and Facilities Departments are searching for drawings of this nature. If they are found, they will be released in the next Addendum.
QUESTION: Could we please extend the deadline due date for playground equipment substitution approvals to August 7th? This will allow applicable time to come up with comparable designs currently in the RFP bid documents. If so, can we please push the deadline due date to August
16th?
(Do we have to wait for their approval to submit? Or can we submit by the substitution deadline and just plan to submit the proposal by the bid deadline - approved or not just in case?)
ANSWER: Please see amendment number one above for part one of this answer. Each potential proposer that requests the alternate manufacturer will be advised of the decision no later than
August 12, 2024. All approved requests for substitution manufacturers, along with specific product numbers and names will be released publicly by August 12, 2024.
QUESTION: For substitutions, it was mentioned that if the pricing was "comparable," the substitution submission would be considered. Is there total set budget for each playground?
ANSWER: To clarify statements made at the pre-proposal meeting, pricing is not a factor when determining the manufacturer approval. It was stated that if the product specifications are comparable to the requirements of the RFP, the approval for the substitution will be granted. The
RFP budget has not been determined by the Board of Commissioners at this time and is not scheduled to be brought before the Board until after the proposals are received and reviewed.
QUESTION: The playground at Rock Creek has a large electrical post in the middle of it. Are there any other existing utilities that you know of and their locations?
ANSWER:
QUESTION: Are the 2D drawings or site plans of the playground equipment specified as the basis of design available to potential bidders? This will help us understand the desired footprint for each park.
ANSWER: The County does not have any 2D drawings or site plans.
QUESTION: Can you please confirm that the amenities like commemorative benches and specialty signs will be removed by the county and are not part of the scope of work?
ANSWER: The County will remove commemorative benches, non-playground equipment swings, picnic tables and commemorative signage.
QUESTION: After discussion of design and submittals, can you please extend the deadline by two weeks for questions and substitutions of designs?
ANSWER: Please see amendment number one above for part one of this answer.
