In addition, TRC engineer talked about the followings.
• Notice of Invitation for Bids
• Instructions to Bidder
• Vendor eVA Registration Requirements
• Bid Forms – bids are due 2:00 pm on January 24, 2024 at TRC’s office in Richmond, see bid form for address. Bids will be opened the next day on Jan 25, 2024 at 2:00 pm.
• All bidders are urged to carefully review all bid documents prior to submitting bids o Project Manual & Specifications o Demolitions Plans o Addendum 1 – Asbestos and Lead Paint Report
5. Addendums
The TRC engineer discussed addendums to the project. Addendum No. 1 has already been issued, and the 2nd addendum will be issued for the pre-bid meeting sign-in sheet and any questions you may have. The questions after this meeting should all be in written. All addendums must be acknowledged on the Bid Form.
6. Summary of Work
The TRC engineer briefly described the summary of the scope of work and asked the bidders to carefully review all bid documents for a detailed overview of the work. The engineer then discussed the following points regarding the summary of work.
The project consists of demolition of the following existing features:
• Potomac River Retreat Building
• Small house to the south of the Retreat Building
• Eastern boathouse with its associated deck and piers
• Swimming pool, pool deck, and operational/maintenance equipment building.
• Existing shoreline rip-rap, pool Concession building, restrooms, western boathouse, sidewalk to the western boathouse, and septic tank are to remain.
• Existing vegetations such as shrubs and trees are to remain.
• After demolition, all disturbed areas will be permanently grassed.
In addition, the owner discussed that the demolition of the eastern boathouse with its associated deck and piers should have alternate pricing or pricing broken out in case we decide not to demolish it.
7. Adjacent Properties
Erich Thomas explained that there is a neighbor located west of the site, only 5 feet away.
Therefore, the selected bidder should be aware of this proximity and ensure not to disturb, bother, or interrupt the neighboring property. Facing the river, it's important to note that the left boathouse, deck, piers, and sidewalk leading to it should not be touched, as the neighbor will not be pleased, and the demolition of these elements is not included in the plans.
8. Questions must be received by 2:00 pm on January 18, 2024 on the pre-bid question form.
All answers will be available in Addendum. Questions received today will be answered in the Addendum. All questions must be in written.
9. Notice to Proceed is anticipated to be approximately 30 days after bids are received.
10. The meeting was initially planned to be held on-site, but due to last night’s storm, the road leading to the site was blocked by tree branches. Consequently, the road was closed, and the meeting was relocated to the park visitor center. The owner mentioned that individual bidders interested in visiting the site at another time can email us, and we will arrange a suitable time for a site visit.
11. Questions received:
1. What is the filling material for pool?
Response: The filling material has been specified in a note on the demolition plans (sheet C3.3) and in the specifications, including details on material size.
