About this file

This document is Addendum No. 2 for the Town of Middletown, Rhode Island's Bid Number MIDD-024-010 for Paving and Utility Repair, issued on July 18, 2024. The addendum modifies and supplements the original bid package, providing detailed clarifications and revisions to the project scope. The project encompasses road and utility improvements for six road segments: Boulevard, Rosedale Terrace, Ellen Road, Mianonomi Avenue, Sherwood Road/Gibson Road, and Columbia Road. Key modifications include a revision to the estimated quantity of 10" HDPE Storm Drain Pipe from SK-17 to 365 linear feet, and responses to bidder questions regarding pavement depths, installation techniques, and road-specific quantities.

The addendum includes a comprehensive breakdown of bid items for each road segment, detailing quantities for various construction activities such as site preparation, sediment barriers, sawcutting, asphalt removal, full depth replacement, Cape Cod berm installation, driveway aprons, grading, seeding, and utility work. The document provides granular information on storm drain pipe installations, catch basin replacements, sewer manhole adjustments, and other infrastructure improvements. Notable technical specifications include requirements for bituminous concrete berm installation, pavement layering for driveways and sidewalks, and specific compaction and installation standards following RIDOT (Rhode Island Department of Transportation) specifications.

MIDD-024-010 PAVING AND UTILITY REPAIR

TOWN OF MIDDLETOWN, RHODE ISLAND

INVITATION TO BID

FOR

BID NUMBER MIDD-024-010

PAVING & UTILITY REPAIR

ADDENDUM No. 2 July 18, 2024

TO ALL CONTRACTORS ESTIMATING:

Bidders are hereby informed that the specifications and instructions for the above-mentioned contract are modified, corrected, and/or supplemented as follows and Addendum No. 2 becomes part of the Invitation to Bid package.

BIDDING AND CONTRACT REQUIREMENTS:

1. Delete Section VII Bid Form, Bid Item No. 30 to Bid Item No. 39 in its entirety and insert revised Section VII Bid Form, Bid Item No. 30 to Bid Item No. 39, attached to this

Addendum No. 2.

Bid Item No. 31 - 10” HDPE Storm Drain Pipe SK-17 estimated quantity has been revised to 365 linear feet.

CLARIFICATIONS:

1. The Response to Questions received are below and made part of the Invitation to Bid package.

2. The Attendance Sheet from the mandatory Pre-Bid Meeting held on July 12, 2024 is attached.

RESPONSE TO QUESTIONS RECEIVED AS OF JULY 15, 2024:

1. Question: Does the Invitation to Bid package have a breakdown of quantities for each individual road?

Response: No. The quantities provided on the Bid Form in Section 5 are for all the roads combined within the project scope. Sketches SK-1 to SK-6 show the approximate length of each road section. SK-18 shows the four (4) roads that are proposed to be reclaimed and the section view lists the approximate width of each road segment. A separate document has been attached which has a breakdown of the proposed bid items for each road and the approximate quantities for each road segment.

2. Question: Can you confirm that the Cape Cod berm must be installed with both the binder and surface courses of asphalt pavement?

Response: Yes. Bituminous concrete berm is required with the installation of the binder course. Since the paving operations are a two (2) step process, with a 6-month minimum waiting period, all drainage needs to be controlled for the entire waiting period to prevent runoff and erosion to adjacent properties.

3. Question: Can you confirm that the pavement depths for the driveways shall match the roadways, 2 ½” binder course and 1 ½” surface course?

Response: Bid Item No. 7 Asphalt Driveway Apron (Handwork) includes pavement based on a 2.5-inch binder course and a 1.5-inch surface course. All driveway binder course installation shall be installed monolithically with the roadway installation. No cold joint is allowed.

4. Question: Can you confirm that the asphalt pavement for the sidewalks must be installed in two lifts, i.e. 1 ½” binder course and 1 ½” surface course.

Response: The bituminous concrete sidewalk shall be installed in conformance with

RIDOT Specification Section 905 which states the asphalt can be installed in one or two lifts. The sidewalk can be installed in one 3-inch compacted layer but must be uniformly compacted to the required depth and density. Compaction shall be with a vibratory roller acceptable to the Owner. The Town prefers the sidewalk be installed in two equal lifts.
