PART 1 GENERAL

1.01 DESCRIPTION

A. This work consists of the rehabilitation of an existing asphalt pavement structure into a processed asphalt stabilized base (recycled) course. The existing asphalt pavement is to be pulverized and mixed with the existing gravel base to the depth specified. This pulverized asphalt pavement and gravel is to be sprayed with calcium chloride, processed, reshaped, rolled, compacted and fine graded to the cross sections and/or grades indicated on the Plans or as directed by the Engineer all in accordance with these Contract Documents and Specifications.

1.02 REMAINING GRAVEL BASE

A. The remaining gravel base and/or subgrade may be modified to properly accommodate the processed asphalt stabilized base course. Any modifications of this nature, if required, such as, but not limited to, the excavation and replacement of unsuitable materials and trimming and fine grading will be accomplished under separate bid items. Any movement of the existing recyclable materials to allow for these modifications is included in this bid item.

PART 2 MATERIALS

2.01 RECLAIMED BASE

A. The processed asphalt stabilized base material shall conform to the following gradation:

Sieve Designation % Passing by Weight

3” 100

2 ½” 100

1 ½” 70-100

¾” 50-95

No. 4 30-75

No. 50 8-30

No. 200 3-12

Should additional gravel be required, the Contractor shall add material from an outside source which shall be thoroughly worked and mixed in with the pulverized asphalt pavement and existing gravel base as described herein.

Additional gravel shall conform to the requirements for Gravel Borrow as set forth in Subsection M.01.09, Table 1, Column 1 of the Rhode Island Department of Transportation Standard Specifications for Road and Bridge Construction, 2004 Edition Amended March 2018, with latest revisions.

2.02 LIQUID CALCIUM CHLORIDE

A. The calcium chloride solution shall be provided by the manufacturer as a true solution and shall not be reconstituted from flake calcium chloride. The calcium shall meet AASHTO M 144 and as follows:

Calcium Chloride 35% +/- 1%

Alkali Chloride as NaCl 2% max.

Magnesium as MgCl 0.1% max.

PART 3 METHOD OF CONSTRUCTION

3.01 EQUIPMENT

A. Reclaimer: Reclamation will be by means of a traveling rotary reclaimer or equivalent machine capable of cutting through existing asphalt and gravel at depths up to 12 inches with one pass and which can effectively pulverize, crush, mix and/or blend the recyclable materials to the specification and to form a homogeneous mixture of processed base material which will bond together when compacted. The machine shall be self-propelled and equipped with an adjustable grading blade so as to leave its path generally smooth for traffic.

B. Calcium Chloride Pressure Distributor: The distributor for calcium chloride shall be capable of applying liquid calcium chloride in measured quantities at any rate between 0.1 to 2.0 gallons per square yard of roadway surface, at any length of spray bar up to 20 feet. The distributor shall be capable of maintaining a uniform rate of distribution of material regardless of change in grade, width or direction of the road. The distributor shall be equipped with a digital volumetric accumulator meter capable of measuring gallons applied and distance traveled. The volume and measuring device shall be equipped with a power unit for the pump so that application is by pressure, not gravity. The spray nozzles and pressure system shall provide a sufficient and uniform fan-shaped spray of material throughout the entire length of the spray bar at all times while operating, and shall be adjustable laterally and vertically. The spray shall completely cover the roadway surface receiving the treatment.

C. Rollers: At least one vibratory roller shall be used, and shall have a compacting width of not less than five (5) feet. Each roller shall have a gross weight of not less than 15 tons.

D. Grader: A motorized grader shall be used for shaping and finishing the surface of the reclaimed base, in accordance with the lines, grades and typical cross sections shown on the plans.

E. It is the responsibility of the Contractor to ensure that the equipment/construction methods he/she intends to use are capable of complying with project specifications. The Contractor can either choose to process in-place or load and haul the recyclable materials to an off-site location, process the material into the proper recycled material and return the material to the job site.

3.02 PROCEDURE

A. Prior to the start of Pavement “Rehabilitation/Recycling” all catch basin frames and grates, drainage frames and covers, sewer frames and covers, and water gate valve boxes are to be removed and marked for recovery. The structures are to be covered with a temporary cover which shall overhang the pavement opening by a minimum of one foot on all sides of adequate strength to accommodate truck and construction equipment loadings. The voids remaining after utility gates or sewer and drainage structures are lowered are to be filled with gravel borrow material conforming to the requirements of Table 1, Column 1 of Subsection M01.09 of the Rhode Island Department of Transportation Standard Specification for Road and Bridge Construction, 2004 Edition Amended March 2018, with latest revisions.

The transverse limits of the work as well as adjacent roadways, side streets, and driveways shall be sawcut to the full depth of pavement using a circular power saw and blade of such size and configuration that sawcuts can be made with one

(1) pass, and shall not cause damage or ravelling to the adjacent pavement sidewalls.

The existing asphalt pavement shall be pulverized and mixed in situ with the uppermost portion of the underlying gravel base layer. The depth of pavement, including the existing gravel base, to be incorporated in the rehabilitation process will be 8” + ½”.

The pulverization shall blend the asphalt and base material into a homogeneous mixture. After the first pulverization, one application of calcium chloride solution shall be applied at a rate of 0.75 pounds of calcium chloride per gallon of water minimum per square yard of reclaimed base. The reclaimed base shall then be re-pulverized and re-mixed to ensure complete blending of pulverized asphalt material, underlying gravel, additional material if any, and calcium chloride throughout its depth of 8” + ½”.

Any required modifications to the remaining gravel base and/or subgrade such as but not limited to cuts, fills, grade realignment and the removal of unsuitable materials will be made before spreading the asphalt stabilized base material.

Existing catch basins, drainage manholes, sewer manholes and water gate boxes are to be adjusted to finish grade.

The reclaimed base course shall be fine graded in accordance with the lines, grades, and typical cross sections shown on the plans or as directed by the Owner or Engineer.

The reclaimed base course shall be compacted to a uniform density of not less than 95 percent of maximum density as determined by AASHTO T180, Method

D.

The restored cross-section shall be thoroughly compacted to a dense consolidated mass by rolling with an approved roller capable of producing the specified density.

The finished reclaimed base course will be tested for smoothness and accuracy of grade. Any portions found to lack required smoothness or accuracy shall be re-scarified, reshaped, re-compacted, and otherwise manipulated as the Owner or

Engineer may direct until the required smoothness and accuracy are obtained. The finished reclaimed base course surface shall have a tolerance of ½ inch plus or minus to the grades shown on the Plans or as directed by the Owner or Engineer.

The finished reclaimed base course surface shall receive an application of calcium chloride solution at a rate of 0.25 pounds of calcium chloride per gallon of water minimum per square yard of reclaimed base. This application of calcium chloride shall be applied after final grading and compaction of the base course surface is completed by the Contractor.

The work shall be constructed on no more than 1/2 the roadway width at any time to allow for the passage of through traffic. Access to properties within the project limits is to be provided at all times. Maintenance and protection of traffic, dust control and daily clean-up throughout the project area shall be the responsibility of the Contractor. At the end of each day of work, the reclaimed base shall be graded with a motorized grader and compacted with a roller in order to maintain the road passable and safe for existing traffic.

It is the responsibility of the Contractor to ensure that the equipment/construction methods he/she intends to use are capable of complying with project specifications.
