About this file

This is Addendum No. 2 to an Unsealed Request for Proposal (URFP #27-03-CH) issued by the Virginia Department of Environmental Quality for Conference Facilities, Catering and Audio-Visual Services for the Clean Water Finance-EPA All-States Meeting. The addendum modifies key proposal requirements and deadlines for the procurement. Electronic unsealed proposals are due by 3:00 PM EST on November 12, 2026. The conference shall be held during one of six optional date ranges: April 19-21, April 20-22, April 26-28, April 27-29, May 3-5, or May 4-6, with offerors required to provide availability for any and/or all dates listed. A guaranteed block of fifty-five (55) sleeping rooms for one night prior to the conference must be provided at applicable federal/state per diem rates and taxes, with DEQ retaining a thirty (30) calendar-day preregistration period during which the room block is held exclusively for DEQ attendees. After the preregistration cut-off, the contractor may release unused rooms without penalty.

The addendum requires offerors to disclose the hotel's full cancellation policy, including penalties for full or partial cancellation of the fifty-five room block and available rebooking protections or penalty-waiver terms if the event is rescheduled at the same property. Offerors must also disclose the allowable attrition percentage and the formula used to calculate attrition charges if actual room pickup falls below the allowable threshold for the block. All cancellation, rescheduling, and attrition policies must incorporate DEQ's preregistration requirement, including the thirty-day cut-off date. A signed acknowledgment of this addendum must be submitted in eVA prior to the proposal due date or attached to the proposal submission.
