About this file
This is Addendum No. 2 to a competitive invitation to bid (ITB) issued by the Department of Finance for the Town of Bedford, Virginia. The procurement seeks bids for a new or like-new transformer for the Penn Turpin Station Electrical Substation operated by the Town of Bedford Electric Department. The proposal due date is August 13, 2026, with an issue date of July 15, 2026.
The addendum addresses a vendor question regarding whether the Town would accept proposals structured with milestone or progress payments during manufacturing rather than payment upon delivery and completion. The Town of Bedford clarified that progress payments are not part of its standard procurement practices and indicated that it has been successful working with vendors able to meet its established payment terms, implying that proposals must adhere to the Town's standard payment structure to be considered responsive to the ITB.

ADDENDUM NO. 2 TO ALL OFFERORS:
Reference: ITB-2026-006
Description: Penn Turpin Transformer Replacement
Issue Date: 07/15/2026
Proposal Due: 08/13/2026
The following questions have been answered:
Our question is simply whether the Town would consider a proposal that includes milestone/progress payments during manufacturing, rather than payment entirely after delivery/completion, and if so, whether a proposal structured that way would still be considered responsive to the ITB.
Progress payments are not part of our standard procurement practices. We have been successful in working with vendors who are able to meet our established payment terms.
