About this file

This is Addendum 1 to RFP 26-26 issued by the University of Southern Mississippi's Office of the Director of Procurement Services, dated February 27, 2026, providing clarification on submission requirements for an enterprise-grade managed cybersecurity monitoring and incident response program. The addendum addresses vendor questions regarding the Appendix A Excel spreadsheet requirement, clarifying that the spreadsheet should function as a summarized compliance matrix rather than containing full detailed narrative responses. Vendors must mark "yes" or "no" next to each requirement in Appendix A, with detailed explanations provided separately in the main proposal document or in the details section of the spreadsheet itself. If any requirement is marked "no," vendors must provide an explanation in the Appendix or reference the relevant section in a separate document to be considered for evaluation. The sealed bid submission deadline remains Monday, March 9, 2026, at 2:00 p.m. Central Time at Bond Hall, Room 214, Hattiesburg, Mississippi, with vendor questions due by 5:00 p.m. CST on March 3, 2026, and written responses provided by addendum no later than March 5, 2026.

The University seeks a three-year agreement with potential two additional one-year renewals for comprehensive cybersecurity services supporting approximately 9,500 active users, 300 servers, and cloud-based infrastructure. Proposals will be evaluated on a 100-point scale with weightings of 45 points for Cost, 40 points for Requirements, and 15 points for Implementation Schedule. Vendors must demonstrate Microsoft alignment as verified Managed Security Services Providers and provide minimum three customer references from implementations within the last 12 months, preferably from higher education institutions. No specific budget range or award value is disclosed in the available solicitation documents, and annual invoicing with payment processed within 45 days of invoice receipt is required in accordance with Mississippi Code Section 31-7-305. The procurement does not identify specific set-aside designations or disadvantaged enterprise restrictions, and no incumbent vendors or current contractors are listed in the solicitation materials.

1. We are currently preparing our response to RFP #26-26 – Enterprise

Cybersecurity Monitoring and Response Program and would appreciate clarification regarding the Appendix A Excel spreadsheet requirement.

Specifically, could you please confirm whether the Excel sheet is expected to contain the full detailed narrative responses to each requirement, or if it should serve as a summarized compliance matrix

(with detailed explanations provided separately in the main proposal document)? The RFP indicates that vendors must respond to each requirement and include the Excel spreadsheet in the submission;

however, it is unclear whether the spreadsheet must include comprehensive technical responses or simply reference the corresponding sections within the narrative proposal. We want to ensure our submission aligns precisely with the University’s expectations and formatting requirements.

a. The spreadsheet serving as a summarized compliance matrix (with detailed explanations provided separately in the main proposal document or in the details section of

Appendix A). As long as they mark yes or no next to each requirement in Appendix A, that meets the intent for scoring. If something is marked "no" in Appendix A, note that an explanation will have to be given in order for the vendor to be considered. I would ask that if that happens w10010857 Signature they explain that in the Appendix, or note in the details section of the Appendix that it is addressed in a separate document.
