About this file
Addendum 2 is a supplementary document related to Hillsborough County Public Schools' (HCPS) solicitation for Roof Drain Services under solicitation number 25-494-RFP-MST. This addendum modifies or clarifies the original request for bid on comprehensive roof drainage system services, including unclogging, cleaning, repairs, and maintenance across HCPS school facilities. The solicitation seeks to award contracts to three primary vendors, each responsible for a specific geographical maintenance area: West, Central, and East. Vendors must submit detailed pricing using a provided Excel spreadsheet with rates for standard and non-standard hours for both Journeyman and Apprentice technicians, based on an estimated annual usage of 2,500 standard hours and 200 non-standard hours. The question deadline is October 9, 2025, with final proposals due October 23, 2025. The initial contract term begins upon Board approval with potential automatic renewals for up to four additional one-year periods.
The contract utilizes a firm, fixed price per unit model with all delivery, trip, fuel surcharges, and service call charges included in proposed pricing, with a maximum 15% markup allowable on materials for unspecified miscellaneous items. Vendors must provide a one-year warranty on all goods and services. The procurement includes set-aside and diversity provisions encouraging participation through the Small Business Encouragement Program (SBEP), with evaluation points awarded based on the percentage of work allocated to HCPS-registered small business enterprises. Vendors must complete multiple compliance documents, including a Vendor Registration Form, a Contracting with Entities of Foreign Countries of Concern Prohibited Affidavit, and a Vendor Affidavit Regarding the Use of Coercion for Labor and Services. The solicitation restricts participation from entities owned, controlled, or principally located in designated foreign countries of concern, including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria.
