About this file

This is Addendum 2 to the boiler replacement project at the Sioux Falls Armory issued by the South Dakota Department of the Military. The project scope includes the replacement of three boilers and seven pumps, reworking of boiler-room piping, limited hallway piping modifications to support modernized zoning, and installation of new intake, exhaust, variable frequency drive (VFD), and related mechanical systems. An optional pre-bid meeting is scheduled for August 26, 2026 at 9:00 a.m. CT at the armory's front entrance located at 801 West National Guard Road, Sioux Falls, South Dakota. Electronic bids are due September 3, 2026 at 2:00 p.m. CT. The existing boiler system will remain operational until construction begins in Spring 2027, with substantial completion targeted for October 1, 2027. Bidders must acknowledge receipt of Addendum 2 in their submission. Plans and specifications are available from West Plains Engineering (Stuart Oster, PE, 605-306-8116) and are available for viewing at the Construction and Facilities Management Office, 2823 West Main Street, Rapid City, South Dakota 57702.

Bid security of 5 percent of the base bid plus all add alternates is required for bids exceeding $100,000, submitted as a certified check, cashier's check, draft, or 10 percent bid bond issued by a South Dakota-authorized surety and made payable to the South Dakota Department of the Military. Security must be pre-mailed to 2823 West Main Street, Rapid City before bid opening. Addendum 2 specifies that contractors may not use existing toilet facilities and directs contractors to reference spec 01 50 00 for additional details. Questions should be directed to Project Manager Kyle Roe at 605-381-4093 or kyle.roe@state.sd.us. The State reserves the right to reject any or all bids and to waive irregularities.
