About this file
This Addendum No. 2, issued by the City of Leesburg Procurement Division on October 24, 2025, modifies the Invitation for Bid (IFB) for the U.S. Highway 27 Utility (Gas) Turnpike Relocation Project (Bid No. IFB-26-002-HG). The project requires installation of approximately 1,300 linear feet of 6-inch epoxy-covered API 5 LX42 steel natural gas pipe, with material supplied by the City, along with installation of 6-inch fittings, connection to two existing gas mains, grout fill work, and restoration of 500 square yards of Bahia sod. Additional work includes mobilization and demobilization, maintenance of traffic, construction staking and as-built documentation, density testing, pressure testing of the gas main, erosion control and silt fence installation, and trench safety and temporary shoring. Bidders must acknowledge receipt of this addendum on their Proposal Bid Form, and the submission of a bid constitutes acknowledgment of receipt. The addendum includes a revised itemized price schedule dated October 22, 2025, establishing line items for all major work components, and a copy of the approved Florida Department of Transportation utility permit (Permit No. 2024-H-853-00163) issued April 23, 2025, which authorizes the work until October 31, 2025.
The FDOT permit documentation establishes specific operational requirements for the project, including directional bore work permitted only Monday through Friday between 8 a.m. and 5 p.m., with work not to commence later than Thursday at noon or Wednesday at noon preceding three-day holiday weekends. The permit conditions mandate continuous directional bore operations until completion, prohibition of lane closures, responsibility for exposure and protection of all Turnpike facilities, restoration of disturbed right-of-way areas to original grade with sod placement, compliance with OSHA and Florida trench safety regulations, and payment of applicable tolls. The project involves multiple utility relocations within the SR-91 and U.S. Highway 27 corridor near Leesburg, including coordination with existing water mains, force mains, and telecommunications infrastructure. All work must comply with FDOT Standard Specifications and Standard Plans, with final certification required within 30 days of work completion and acceptance by the Turnpike.
