About this file
This is Addendum No. 2 to the bidding requirements and contract documents for the Ayala Park Swings Project issued by the Bloomington Recreation and Parks Department in conjunction with the San Bernardino County Department of Public Works Special Districts on December 30, 2025. The project encompasses the removal of existing landscaping, installation of a rubber playground safety surface, swing structures with shade sail structures, fencing, and various landscape repairs within Ayala Park in Bloomington, California. Addendum No. 2 revises the Performance Specifications in Section F, specifically Sections 04 and 06, to clarify the scope of work and technical requirements, and includes an example basis of design for the proposed shade structure. Key technical modifications address the quantity and dimensions of shade structures (which shall be determined by manufacturer specifications while providing shade coverage for the entire swing area), playground equipment quality standards comparable to the basis of design example, and confirmation that the project scope includes both materials and installation. The specification confirms that TotTurf EPDM Poured-in-Place Safety Surfacing is an acceptable substitution for the proposed surface material. Bidders are required to include a dated and signed copy of Addendum No. 2 with their sealed bid proposals.
The technical specifications establish comprehensive requirements for the FlexGround Standard poured-in-place safety surfacing system, requiring manufacturers to have a minimum of five years of experience and current ASTM F 1292 certification, with installation to be completed by FlexGround or an approved equivalent installer. The specification details material composition, site preparation requirements including four inches of compacted Class 2 aggregate base with two percent slope, installation procedures for primer, cushion layer, and wear course layer, and a five-year warranty covering defects in materials and workmanship that includes general wear and tear while excluding vandalism and acts of nature. Shade structure specifications require engineer-designed foundations and footings to resist dead, live, wind, and seismic loads per CBC 2022 and ASCE 7-16 standards, with wind design speeds between 80 and 130 miles per hour. Steel frame materials must be ASTM A-36 carbon structural steel or pre-galvanized steel with powdercoat finish minimum 2.5 millimeters thick, while shade fabric must be high-density polyethylene blocking ninety percent of ultraviolet rays with specific tensile strength, fire rating, and weatherability standards. The contractor is responsible for mobilization, dust control, traffic control maintaining minimum lane access, excavation and grading, delivery and installation of all structures, concrete work, and landscape restoration including irrigation system repairs and sod replacement.

The finished surface should be porous and capable of being installed at varying thickness to comply with the Critical Fall Height requirements of the playground equipment.
B. FLEXGROUND primer is a 100% solids urethane primer/sealer. It is designed with low viscosity and penetrating abilities making this an ideal priming urethane.
C. The cushion layer should be a mixture of black recycled rubber mixed with a 100% solids moisture cured aliphatic or aromatic Polyurethane binder (100 pounds of rubberized cushion layer to 12 pounds of binder) installed at the appropriate thickness. As an upgrade, a 5/8” chunk rubber derived only from high quality pre-consumer recycled rubber containing EPDM is available. The cushion layer should be porous.
D. The FLEXGROUND STANDARD wearing surface should be manufactured from 1-3mm EPDM virgin colored rubber granules bonded by FLEXGROUND binder, 100% solids moisture cured aliphatic or aromatic Polyurethane binder (110 pounds of EPDM to 22 pounds of binder), and applied to a minimum thickness of ½” (12.7 mm) over the cushion layer.

G. The sub-base installer and architect will accept the aggregate base in writing prior to the installation of the poured in place system.
H. Any alterations must be agreed between all parties.
I. Hard Base Construction: For concrete surfaces, shot blast, acid etch or power scarify as required to obtain optimal bond of the Cushion Layer to the concrete. Remove sufficient material to provide a sound surface, free of glaze, efflorescence, or form release agents. Remove grease, oil, and other penetrating contaminants.
J. For concrete or asphalt surface that is not enclosed (i.e. a curb to curb pour), the concrete shall have keyway cuts 1.5” wide by 1.5” deep so that the system can be bull nosed down into the notch area.
PART 4- EXECUTION AND INSTALLATION
The poured in place safety surfacing installer should strictly adhere to the installation procedures outlined under these sections. Any variance from these requirements should be accepted in writing by the manufacturer’s onsite representative and submitted to the architect/owner, verifying that the changes do not in any way affect the warranty.
4.01 Primer
A. A urethane primer should be applied to concrete, asphalt or wood surfaces at a rate of 200-250 square feet per gallon. The entire area does not need to be primed at once, instead, prime about 700 square feet at a time in immediate advance of rubber installation. This procedure should be continued until all areas are complete.
B. The urethane primer should be applied to any playground equipment that will be surrounded by the poured in place safety surfacing system.

B. The cushion layer comprised of SBR buffings shall be mixed with the aromatic or aliphatic moisture cure polyurethane binder at a rate of 12% of the total weight of the material thoroughly so that the binder is evenly dispersed into the rubber base. Or;
C. The cushion layer comprised of non-tire derived SBR & EPDM Chunk Rubber shall be mixed with the appropriate amount of urethane so that the binder is evenly dispersed into the rubber base.
D. The cushion layer mix should then be spread and troweled to the desired depth and allow to cure for 24 hours.
4.03 Wear Course Layer
A. The wear course layer should be mixed with 1-3mm EPDM granules and urethane binder at a rate of 20% of the total weight of the materials so the granules are covered thoroughly and evenly.

The structural integrity of the steel shall be warranted for twenty (20) years.
The fabric and sewn composite shade covering shall have a limited warranty for 10 years.
The product, when used in its designed capacity, must be guaranteed for a period of 10 years from original installation against:

• The steel frame from deteriorating from faulty workmanship.
| • | Inappropriate design of supporting structure. |

The contractor reserves the right to repair or replace any item covered by the warranty.
Shade structures located in areas where they may be subject to damage during construction by handling, cleaning, etc. (i.e. painting, cleaning of concrete block) shall be protected and or removed from the location until the hazardous condition is terminated.
