The project involves furnishing and installing rubber playground surface, four swings, shade sail canopies, a bench, trash receptacle, and landscape repairs at Ayala Park located at 17909 Marygold Avenue, Bloomington, California. The scope of work includes removal of existing landscaping, excavation and grading, installation of asphalt base and concrete curbs, poured-in-place rubber safety surfacing of approximately 2,000 square feet, and repair of existing irrigation systems. A mandatory pre-bid meeting is scheduled for December 17, 2025, at 10:00 AM PST at the project site, with bids due by January 8, 2026, at 2:00 PM PST. Bid opening will occur both in person and virtually via Microsoft Teams. The contractor must be licensed as a California Class B General Building Contractor and must complete the work within 90 calendar days of receiving the Notice to Proceed, with an anticipated award date between late February and early April 2026.

The addendum modifies the original bid package issued December 3, 2025, by removing fencing from the scope of work, updating itemized bid quantities, revising technical specifications to clarify scope and requirements, removing the Iran Contracting Act Certification requirement, and providing a basis of design for the swing and bench specifications. Bidders must submit a 10 percent bid security and provide a total base bid plus two additive bids: Additive No. 1 covers shade sail canopies, and Additive No. 2 covers the cost of providing an aliphatic binder throughout the flooring area. Liquidated damages are set at $1,000 per calendar day for work not completed within the specified timeframe. An engineer's estimate and allowances are not available. Contractors and subcontractors must be registered with the Department of Industrial Relations and the County's ePro electronic procurement system. Bids submitted by firms not attending the mandatory pre-bid meeting will be rejected as nonresponsive. Bid validity is 60 calendar days from the bid opening date.
