RFI: Vendor Questions for CRFQ DNR27*03 Cacapon Lift Station

Q1. The solicitation documents specify a packaged duplex grinder pump station capable of providing 44 GPM at 87' TDH. Given the limitation imposed by the 87' TDH requirement, will 2 HP grinder pumps rated at 31 GPM at 87' TDH be acceptable?

A. Yes, 2hp grinder pumps rated at 31 GPM is acceptable. Since the desired flowrate is now 31 GPM, the new Total Dynamic Head (TDH) for the system is 65 ft. (with only 5ft. of static head/elevation change). Also, due to existing electrical capacity of 20A feed circuit, the controller will need to be designed to only allow 1 pump to run at a time or have a delayed start of the lag pump. (See attached Supplementary Specifications.)

Q2. The existing electrical feed is served by a 3-pole, 20A breaker labeled 230V, 3-phase. Please confirm whether the actual voltage at the existing pump station control panel is 230V or 208V.

A. The control panel is 208V.

Q3. Specification Sections 1.01 (Scope of Work) and 2.01 (Polyethylene Wetwell/Drywell) both reference a NEMA 6P electrical quick disconnect (EQD). Will a NEMA 6-rated junction box for float and pump cable connections be acceptable in lieu of the specified EQD disconnects?

A. Junction Box should bean above ground NEMA 4X located adjacent to the control panel.

(See attached Supplementary Specifications.)

Q4. Specification Section 2.01 (Polyethylene Wetwell/Drywell) requires double-wall construction. Will a single-wall fiberglass packaged pump station be acceptable in lieu of the specified double-wall construction?

A. Yes, single-wall fiberglass is acceptable.

Q5. Specification Section 2.01 (Polyethylene Wetwell/Drywell) lists a tank capacity of 36" x 96".

Given the lower flow rate associated with the proposed pumps, will a 48" x 96" tank be acceptable as an alternative to provide additional wastewater storage capacity?

A. Yes, use 48-inch X 96-inch for the Wetwell/Drywell. (See attached Supplementary Specifications.)

Q6. Specification Section 2.01 (Polyethylene Wetwell/Drywell) specifies tank internal piping and hardware rated for 150 PSI working pressure. Will the manufacturer's factory-standard check and isolation valves be acceptable?

A. Yes, the manufacturer’s factory-standard check and isolation valves will be acceptable.

Q7. Specification Section 2.02 (Pump) specifies a progressing cavity type pump. Will centrifugal wastewater grinder pumps be acceptable in lieu of progressive cavity grinder pumps?

A. Yes, use 2hp centrifugal wastewater grinder pumps as shown in attached Supplementary Specifications.

Q8. Specification Section 2.02 (Pump) specifies a 3 HP minimum. Will 2 HP pumps be acceptable?

A 3 HP pump will not operate on the existing electrical feed or breaker and will not achieve the specified 44 GPM at 87' TDH.

A. Yes, use 2hp pumps as shown in attached Supplementary Specifications.

Q9. Specification Section 2.03 (Grinder) lists performance details including 4 FPS, an inlet shroud, and 1,800 RPM that do not correspond to a centrifugal grinder pump configuration. Will the manufacturer's standard limitations for 2 HP grinder pumps be an acceptable alternative?

A. Yes, use the manufacturer’s standard limitations for 2hp grinder pumps.

Q10. Specification Section 2.04 (Electric Motor) specifies a 230V, 3-phase pump with an estimated 10.5A full load current per pump. The existing feed breaker is rated 20A at 230V, and the existing pumps draw 7A each. Will the feed breaker be upsized to accommodate a duplex station drawing approximately 10A per pump at 230V?

A. No, the feed breaker will not be upsized. The controller will need to be designed to only allow 1 pump to run at a time or have a delayed start of the lag pump. (See attached Supplementary Specifications.)

Q11. Specification Section 2.06 (Check Valve) requires a continuous operating pressure rating of 235 PSI and states that ball checks are not acceptable. Will an exception be granted for factory-packaged grinder pump stations utilizing lift-out check valves on the pump base assembly, such as the SRA125CV used with Pentair grinder pump packages?

A. Yes, manufacturer’s factory standard is acceptable for check valves and ball checks.

Q12. Specification Section 2.08 lists core components associated with progressive cavity pumps.

Will submersible centrifugal grinder pumps operating on a stainless steel guide rail system be an acceptable alternative in lieu of the specified progressive cavity system?

A. Yes, use submersible centrifugal grinder pumps. (See attached Supplementary Specifications.)

Q13. Specification Section 2.09 (Controls) specifies pressure switch operation. Will a four-float control system housed in a NEMA 4, non-metallic or stainless steel enclosure be acceptable in lieu of pressure switch operation?

A. Yes.

Clarification:

A WV Certified Septic Sewage Installer certificate will be required only if the vendor encounters sewage liquids that need pumped from the old lift station.

Supplementary Specifications - CRFQ DNR27*03

PART 1 - GENERAL

1.1 PERFORMANCE REQUIREMENTS

Contractor shall furnish and install (1) Grinder Packaged duplex pumping station 2hp Myers VS20 or engineer’s pre-approved equal. Each submersible centrifugal grinder pump shall be capable of meeting the following performance requirements:

65’ HEAD 31 GPM FLOW

Note: Due to limitations of the existing electrical 20A feed circuit, the controller will need to be designed to only allow 1 pump to run at a time or have a delayed start of the lag pump.

PART 2 – PUMPING SYSTEM

2.1 PUMPS

The grinder pump(s) shall be manufactured in the United States utilizing domestic parts and components in its construction. The volute, seal plate, cord cap and motor housing shall be constructed of high-quality ASTM Class 30 minimum cast iron. The pump(s) shall be painted with air dry enamel. All exposed hardware shall be 300 series stainless steel. Discharge connection shall be a standard 1.25-inch NPT in the vertical position.

The pump impeller shall be of the recessed, vortex design. The impeller shall be of stainless-steel construction and machined for threading to the motor shaft. The impeller shall be capable of being trimmed to meet specific performance characteristics.

An upper single row ball radial bearing and a lower double row angular contact bearing shall be provided. Bearings shall be permanently lubricated by the dielectric oil that fills the motor housing. The shaft shall be machined from solid 400 series stainless steel and be designed with large diameters and minimum overhang to reduce shaft deflection and prolong bearing and seal life

The motor shaft shall be of 416 stainless steel.

2.2 GRINDER

The stationary cutter shall be circular in design and contain evenly spaced cutting slots that extend outwards from the inlet of the pump. The slots are tapered inward toward the inlet to help direct slurry through the cutting slots into the pump. The slots are to be angled, or undercut, to help maintain a sharp axial cutting edge, even as the axial face wears during use. The stationary cutter shall be pressed into the suction opening of the volute and held in place by four 300 series stainless steel screws. The stationary cutter shall be provided with tapped back-off holes so that screws can be used to remove the cutter from the volute. The rotating cutter shall contain three axial cutting arms extending from the hub, perpendicular to the pump shaft, that are shaped to aid in the rejection of suspended debris that has not been sufficiently reduced in size by the axial cutting action.

The curved, leading edge of the cutting arms shall create a scissor action with the cutting slots of the stationary cutter plate to minimize the required torque. This will allow the cutter to macerate tough objects and prolong cutter life. Serrations on the hub of the cutter add additional cuts that prevent debris from becoming entangled within the rotating cutter. The rotating cutter shall thread onto the end of the pump shaft and be secured by a 300 series stainless steel washer in conjunction with a 300 series stainless steel flat head cap screw threaded into the end of the shaft. Both stationary and rotating cutters shall be made of 440C stainless steel, hardened to Rockwell 57-60C and ground close to tolerance. The grinder shall be capable of grinding normal domestic sewage into a fine slurry.

The impeller shall be constructed of ASTM A536-80 ductile iron and be designed for rough duty service. It shall be a ten-vane, semi-open design with four wash out vanes on the rear shroud. The impeller shall be a non-overloading design

2.3 ELECTRIC MOTOR

The stator, rotor and bearings shall be mounted in a sealed submersible type housing. The stator windings shall have Class F insulation (155°C or 311°F) and a dielectric oil-filled motor, NEMA B design (three- phase), NEMA L design (single-phase). Because air-filled motors do not dissipate heat as efficiently as oil-filled motors, they shall not be acceptable. The pump and motor shall be specifically designed so that they may be operated partially dry or completely submerged in the liquid being pumped. The pump shall not require cooling water jackets.

Supplemental cooling shall not be acceptable.

Protection against excessive temperature for single phase motors shall be provided by a heat sensor thermostat attached to the stator windings and connected in series with the contactor coil in the control panel. The heat sensor shall stop the motor if the motor winding temperature reaches 221 degrees F. The high temperature shutoff will cause the pump to cease operation, should a control failure cause the pump to run in a dry wet well. The thermostat shall reset automatically when the motor cools to a safe operating temperature. Contractor shall confirm supply voltage available prior to release for production.

2.4 MECHANICAL SEAL

Motors shall be equipped with double mechanical shaft seals to prevent leakage between the motor and pump. The seal assemblies shall consist of two Type 21 oil-lubricated rotary shaft seals in an oil-filled chamber. The materials of construction shall be carbon for the rotating faces and ceramic for the stationary faces, lapped and polished to a tolerance of one light band, with 300 stainless steel hardware, with all elastomer parts of Buna-N.

The pump shall be equipped with a seal leak detection probe and warning system.

This shall be designed to alert maintenance personnel of lower seal failure without having to take the unit out of service for inspection or requiring access for checking seal chamber oil level consistency.

There shall be an electric probe or seal failure sensor installed in the seal chamber between the two tandem mechanical seals. If the lower seal fails, contaminants which enter the seal chamber shall be detected by the sensor and send a signal to operate the specified warning device.

2.5 POWER/CONTROL CORDS

Power cord shall be SOOW water resistant 600V, UL and/or CSA approved. The single cord shall incorporate both power and sensor leads and shall be a minimum of five 12 gauge conductors. The pump shall be protected with compression fitting and epoxy potted area at the power cord entry to the pump. A separation between the junction box area of the pump and the motor, by a stator lead sealing gland or terminal board, shall not be acceptable. The power cable entry into the cord cap assembly shall first be made with a compression fitting. Each individual lead shall be stripped down to bare wire, at staggered intervals, and each strand shall be individually separated. This area of the cord cap shall then be filled with an epoxy compound potting which will prevent water contamination to gain entry even in the event of wicking or capillary attraction. The power cord leads shall be connected to the motor leads with extra heavy connectors having copper inserts with a crimped wire-to-wire connection rather than a terminal board that allows for possible leaks. The cord cap assembly shall be sealed with a Nitrile O-ring on a beveled edge to assure proper sealing.

2.6 CABLE ENTRY SYSTEM

The cable entry system shall consist of (3) separate seals. A rubber grommet that seals both outer cable jackets shall be clamped onto the cords by an end holding cap.

An O-ring shall seal the end holding cap to the bottom half of the cord cap. Both cables shall have individual conductors stripped and potted into the motor end cap with an epoxy potting compound. Potting compound shall prevent wicking of water into the motor in the event that the outer cable jacket is damaged. Cords shall be able to withstand a pull of 300 pounds to meet U.L. requirements.

PART 5 – ABANDONMENT OF EXISTING SEWAGE LIFT STATION

5.0 ABANDON IN PLACE THE EXISTING SEWAGE LIFT STATION

After installation and connection of the new duplex grinder station, you must pump out all liquids or waste if necessary by a licensed septic hauler.

All utilities must be disconnected and any pumps, parts, or piping must be removed.

Seal all incoming and outgoing sewer lines and force mains using watertight caps, plugs, or grout. Once all parts are removed, the bottom of the existing structure must be broken or holes drilled or punched through so that no liquid can be held in the structure.

Then demolish the structure by breaking, crushing, or completely removing the top structure/concrete slab of the wet well down to a minimum of 36 inches (3 feet) below the final restored grade. Punch holes in the bottom of the wet well to prevent it from filling up with groundwater and creating an unstable underground buoyancy issue. Crush or break the bottom/sides so the structure cannot trap water.

Fill the remaining void or excavation with clean earthen fill material. The fill must be adequately compacted to prevent future ground settling. The top layer must be finished with clean topsoil, seeded, and mulched to prevent erosion and blend into the natural area of the golf course.

Contractor must take pictures of this process.
