About this file

This Addendum #2 document, issued August 17, 2023, modifies a Centralized Request for Quote (CRFQ) solicitation by the West Virginia Department of Administration Purchasing Division on behalf of the Department of Environmental Protection, Division of Land Restoration, Office of Abandoned Mine Lands and Reclamation. The solicitation seeks a one-time contract for a Bat Acoustic Survey on a concrete silo at the Valley Camp Mine Facilities Project in Ohio County, West Virginia. The original solicitation closed on August 24, 2023, at 1:30 PM. The survey work involves conducting acoustic monitoring to identify bat species using the facility, with the initial bid specification requiring one night of field work using two detectors and completion of all reports necessary to finalize the survey.

Addendum #2 publishes responses to vendor-submitted questions and clarifies survey requirements in response to United States Fish and Wildlife Service guidance. A vendor inquired about the level of effort required for the acoustic emergence survey, and USFWS responded that the survey intent is to gather sufficient data for species-level identification, potentially achievable in a single night with immediate data processing, though multiple nights may be prudent given the limited timeframe for plan modifications. Specification 3.1.1.1.5 was added to clarify that the initial bid shall be based on one night in the field with two detectors and all required reports, with additional nights and detectors to be addressed through change orders if necessary. All work must be coordinated and pre-approved by the AML project manager. The addendum requires vendors to acknowledge receipt of all addenda issued with the solicitation on the Addendum Acknowledgment Form to avoid bid disqualification.

ATTACHMENT A

Questions from vendors for CRFQ DEP 24*04 Acoustic Bat Survey

Q.1. Just had a question regarding level of effort for this project. I don’t see anything in the RFQ or USFWS guidance regarding level of effort for an acoustic emergence survey. Is that one detector for one night, 5 detectors for 5 nights? I’m assuming that’ll be left to the contractor to gather enough calls to accurately identify the species but just want to clarify before submitting our bid.

A. The response received from USFWS is as follows: "The intent of the survey is to gather enough data to identify the bats using the silo to the species level. That may be achieved in a single night, but it will require immediate processing of the captured acoustic data to determine if one night was sufficient. It might be prudent to schedule more than one night to help increase the odds of success given the lack of time available to change the plan if the first night doesn’t achieve the objective (ID to species)."

Specification 3.1.1.1.5 is being attached with this addendum to clarify bid requirements.

3.1.1.1.5 Bid shall be based on one night in the field, two detectors and all reports needed to complete survey. If more nights and detectors are needed a change order will be completed to account for additions. All work shall be coordinated and pre-approved by the AML project manager.
