ATTACHMENT A

RFI: Vendor Questions for CRFQ DNR 25*14 Canaan Valley Trail Improvements

Q.1. This work is part of "Bid Item #1 - Lump Sum". In the “Contract Documents” (GN-5) section 5. It stipulates that “the helical piers must penetrate at least 5 to 6 feet to achieve the necessary minimal allowable capacity. The underlying bedrock surface within the construction area should be present at approximately 15 feet below the existing surface grades.” Because this area is bog/ wetlands and the geotechnical report prepared by American Geotech reported the deepest boring was 4.7' below existing ground elevation the following questions apply: How was the 15 feet to bedrock determined?

A. This was a judgement call by the geotechnical engineer to provide some guidelines for bidding purposes.

Q.2. What if the required torque is not met by the 15-foot estimation?

A. The Geotechnical Engineer will make that determination during installation of piers. Geotech will be at the site to provide guidelines.

Q.3. What if bedrock or an obstruction is met before achieving the required torque?

A. The contractor will move or shift the pier location 1 foot and try again.

Q.4. How is a contractor compensated if obstructions are encountered during the helical pier installation that causes refusal or deflection?

A. The contractor should budget 20% of the pier will refuse on an obstruction and require a pull-out and re-drill.

Q.5. Numerous challenges exist (i.e. marshland/trees) in the performance of this work. The loads specified in the "Contract Documents/GN5" are 8/kips axial, 0.5/kip tension and 1/kip lateral. The "Contract Specifications - 317000" that 2/ea. preconstruction helical piers are to be installed, and two (2) tests are to be performed per the ASTM's (Compression & Tension)". The International Building Code allows for the "elimination" of pile load testing by restricting the allowable material stresses. The loads as shown in the documents are very lightly loaded. The area where this work is to be performed as stated above has various costly challenges that will have an adverse effect on the pricing and schedule. This test will require a 10’x30’ matted/solid ground area at each test site. This test will have an adverse effect on the work area.

Can the 2 pre-construction helical piers and load tests be eliminated?

A. The pile load test can be eliminated; however, the contractor shall perform three (3) probe pile test which establishes the governing criteria for helical production piles and controlling sub-surface conditions. The location of the probe pile test will be determined by Geotechnical Engineer of Record.

Q.6. The specifications state that the Grout Cap: Minimum uncased cap of 12 inches in diameter and extended 18 inches below the ground. The grout cap shall be pre-drilled and filled with grout before helical pier installation and the piers must be drilled through thegrout reservoir. Being that the work is currently in a bog/wetland area can the contractor add dry cement while installing the helical pier in lieu of wet grout?

A. No.

Q.7. If we have to cut a path to get equipment in, are there specific species that we need to use as a replacement?

A. We believe access trails will not be needed to get equipment into the Middle Connector and Deer Connector Trails. The contractor should utilize the existing Deer Run Trail and the new parking area to bring equipment to the bog area of Bubbling Springs Trail.

Q.8. We understand that normally ATV/UTV’s are prohibited in the park. Could an exception be made during construction so that we can carry our materials and tools in and out?

A. Yes.

Q.9. Specification section 012200 Unit prices do not match the unit prices in the purchase order, which is correct?

A. The revised Pricing Pages, included in this addendum, shall control. Unit prices shall be provided on the pricing page as directed. All other items not specifically listed for unit pricing on the pricing pages shall be included in the respective lump sum portion of the bid for those sections (e.g., base bid, additive alternate no. 1, etc.).

Q.10. Is a field office required for this project for the engineer/owner?

A. No.

Q.11. The timber guardrail shows 4x6 and 3x12 dimensional lumber and says they are sawn timber, are they to be treated southern pine as well?

A. Yes, AWPA Standard UC4B, pressure treated southern pine, No. 1 grade.

Q.12. The steel pipe handrails on the ramps and steps, are they to be galvanized or painted and what thickness pipe?

A. See Pipe and Tube Railing Specification 055213, attached.

Q.13. There is no detail for a 30" concrete wingwall. Are we to use detail 1/D-C4? Can this be precast?

A. Use the Concrete Headwall detail on sheet D-C4. A precast headwall is permitted.

Q.14. The type II kiosks call for water resistant CMU blocks. These are typically very smooth and the faux stone and mortar does not adhere to them very well. Are we to tapcon a wire mesh to them prior to installation of the faux stone or are you OK with a standard CMU?

A. Standard CMU can be used in lieu of water resistant CMU block.

Q.15. The helical piers will be hard to quantify off the existing geotech report and I understand why the geotechnical engineer chose to use a probe for the evaluation. Would you be opposed to adding a unit cost to pay per vertical foot of pier below the 6' recommended depth per the geo report? That may be a fair solution that way if we have to go deeper to get the required pressure, nobody is having to budget the cost.

A. The piers have been added to the respective sections of the Pricing Page for a unit price.

Q.16. Sheet GN-3 Architects Discretion lists items to include in the bid items, are these items in addition to what the plan sheets show or are they included in the quantities on the plan sheets. If they are to be included as additional work, will they be deducted from the contract if not used?

A. Items listed as “Architect’s Discretion” on sheet GN-3 have been removed. All items not listed for unit pricing on the Pricing Pages shall be included in the respective lump sum portion.

Q.17. Can the bid in relation to the Helical Piles (Piers) be changed to per foot pricing?

A. Yes. See the revised Pricing Pages. A minimum depth has been determined with a unit price requested. The cost for additional or fewer feet of depth will be based on this unit price.

Q.18. Can we review the trails with Don Mcfarland in the state park to show where the observation deck and elevated walkway will be located?

A. No. While bidders are permitted to view the site, personnel of the State of West Virginia are prohibited from discussing the project during this period unless written permission is granted through the WV Purchasing Division.

Q.19. What environmental permits are required for this project?

A. No additional environmental permits should be needed by the contractor.

Q.20. Please provide the Best Management Practices (BMPs) applicable to the project wetland areas.

A. The contractor shall follow instructions noted in item #10, under HELICAL PIER FOUNDATION, on sheet GN-5.

Q.21. Will the contractor be permitted to construct access roads in areas not reachable via existing trails? Please provide recommended locations and/or any areas where access roads are not permissible.

A. Additional access roads or trails will be permitted. The contractor shall use existing trails, roadways, maintenance driveways, etc.

Q.22. Please provide guidance on the removal and disposal of materials, including sediment, trees, rocks, demolished concrete, and including, but limited to, other debris. We require that a disposal location be identified.

A. See sheet D-C1 ‘Vegetation Removal, Clearing & Disposal’ Revision 1, dated 6/4/25. for the disposal of tree trimmings, rocks, etc. All other items, including concrete, demolished puncheon, metals, sediment, etc. shall be removed from the park by the contractor and at the contractor's expense.

Q.23. Are trees, limbs, and brush required to be removed whole. Can wood chips be disposed of on-site?

A. See sheet D-C1 ‘Vegetation Removal, Clearing & Disposal’ Revision 1, dated 6/4/25. for the disposal of tree trimmings. The contractor may dispose of wood chips on-site.

Q.24. Are there any restrictions on the types of vehicles and equipment allowed on the trail during construction?

A. The contractor needs to use existing trails or newly constructed trails to accomplish their work.

The contractor shall trim trees to accommodate equipment, following revised sheet D-C1 ‘Vegetation Removal, Clearing & Disposal’ Revision 1, dated 6/4/25.

Q.25. Are there any restrictions in creating staging/laydown areas? Please provide recommended locations and/or any areas where access roads are not permissible.

A. See the attached sheet, STAGING & LAYDOWN LOCATIONS. These areas are not secured and accessible to the public.

Q.26. As discussed in the pre-bid meeting, please provide a revised Sheet D-C1 clarifying the trail clearing limits.

A. Attached.

Q.27. Please clarify why this project is not subject to Davis-Bacon Act requirements.

A. This is determined by federal directives.

Q.28. Please provide drainage details for Sheet DRC-C2, including: (1) specifications for the wingwall at “Invert In: 3338.5”, (2) requirements for fill around the 30" HDPE storm line, and (3) any additional trail support required over the riprap swale.

A. Use the Concrete Headwall detail on sheet D-C4. This is a WV Department of Highways standard headwall detail. A precast headwall is permitted. See BEDDING DETAIL, sheet attached, for backfill information. The contractor may remove the existing riprap at the new culvert location and use it as the dump rock gutter, or install new 8” – 10” rock, one foot thick

Q.29. Are there any requirements to control the active work area to the public such as fencing?

A. The contractor shall use appropriate signage and snow fencing to instruct the public when sidewalks or trails are closed, or to identify areas that are not accessible. Also, see TEMPORARY FACILITIES & CONTROLS, specification 015000, for more information.
