The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and is the most advantageous to the Government. The following factors shall be used to evaluate offers.
The table below shows the ratings the Government will assign in its evaluation of proposals when evaluating Technical Subfactors 1 and 2. A combined confidence rating will also be assessed for Technical overall.
Table 1: Confidence Ratings
High Confidence The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in the performing the contract with no Government intervention.
Some Confidence
The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in the performing the contract with little or no Government intervention.
Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in the performing the contract even with Government intervention.
Technical and Organizational Experience are significantly more important than Price.
Technical: Technical elements of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the offer.
Subfactor 1: Prior Demonstrated Experience The Government will assess its confidence that the proposal will successfully perform the work, by evaluating the proposals demonstrated experience from three contracts/orders performed within the past five (5) years (from the date of this RFP release). Prior experience will be evaluated to assess the expectation of successful outcomes based on the extent to which the Proposal has successfully performed services similar to the Statement of Objectives. The Government will also evaluate the relevance (similar in nature of work, size, and complexity) of the Offeror’s demonstrated prior experience to the Statement of Objectives.
Subfactor 2: Organizational Experience/Resumes
The Government will assess the extent to which the Offeror identifies and commits personnel with appropriate experience and qualifications and will be assigned a confidence rating. Staffing Plan & Resume will be evaluated based on the currency, quality, and depth of experience of individual personnel working on similar projects (size, scope, magnitude, duration, and complexity).
Price The Government expects to receive price competition through multiple offers. The total evaluated price will be evaluated for price reasonableness through comparison with other proposed prices and may include other price analysis techniques. Offerors are to provide price/cost data concerning labor categories, hours, rates, and materials broken out by the tasks 1 through 6 and their options outlined in the SOO. Options The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Written Notice:
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
