Addendum 2 Summary: Clayton County Public Schools Supplemental Educational Services RFQu
This Addendum 2 document serves as a clarification notice issued by Clayton County Public Schools (CCPS) in Georgia for Request for Qualifications (RFQu) 003-23 regarding Supplemental Educational Services, which includes tutoring, homework assistance, and afterschool enrichment programs. The solicitation seeks qualified proponents to provide instructional services to students in grades kindergarten through 12th who have been identified as having deficiencies in reading, writing, English/language arts, math, science, and/or social studies. Services must be available after school on weekdays from 3:00 p.m. to 9:00 p.m. and on weekends from 1:00 p.m. to 5:00 p.m., with potential service expansion to all 69 CCPS school sites. The RFQu was released on April 19, 2023, with a non-mandatory Pre-Proposal Conference held on April 26, 2023. Oral presentations and interviews are anticipated to be conducted via Zoom during June 5-9, 2023. The corrected Term of Agreement specifies an initial contract term of one year, automatically renewable for two successive one-year terms, commencing within ten calendar days after receipt of Notice to Proceed and terminating on June 30th of each contract year. CCPS intends to make multiple awards but reserves the right to make one award or no award.
The district anticipates allocating a maximum of $1,000 per student per academic year for supplemental educational services, with proponents required to submit firm, fixed hourly rates that include all labor, travel, materials, insurance, administrative costs, overhead, and equipment. Services may be delivered virtually or face-to-face in both small group (4-6 students) and individual formats. All tutors, instructors, and staff with direct or virtual contact with students must complete CCPS-approved background checks at a cost of $51.50 per individual, with no bonding required. The district anticipates that 15 to 50 percent of students will utilize services, though no minimum or maximum enrollment is guaranteed. Proponents must comply with Small Local Business Enterprise (SLBE) participation requirements and demonstrate good faith efforts to subcontract to certified SLBEs. All proposals must be accompanied by acknowledgment of receipt of Addendum 2, and the corrected Cost Proposal Form (Exhibit 6) and Term of Agreement (Exhibit 5) supersede previous versions. The document includes 113 questions and answers addressing vendor inquiries regarding insurance requirements, background check procedures, service delivery formats, data sharing provisions under FERPA, payment terms, and contractual obligations.
