About this file

This document is an Addendum to the Request for Proposals (RFP) # 22-124-G issued by the Eugene Water & Electric Board (EWEB) for a prefabricated control building for the Currin Substation in Eugene, Oregon. The addendum provides clarification on the site preparation and scope of work, including that EWEB will have the pier foundations prepared for the building's placement, and the contractor will be responsible for reassembling any shipping sections, reconnecting equipment and control circuits, and performing site testing before turning over the building to EWEB for final integration. The closing date for this RFP remains unchanged at June 28, 2022.

The RFP is for a prefabricated control building to be fully integrated with medium-voltage metal clad switchgear, equipped with station service, substation protection and control panels, and communications equipment. The contract opportunity involves the jurisdictions of Lane County and the City of Eugene, Oregon. No additional pricing terms, set asides, or funding details are provided in the addendum.

June 13, 2022 ADDENDUM # 2

Title: Control House for Currin Substation

RFP # 22-124-G

This addendum adds additional information to the original ITB document.

QUESTION & ANSWER:

Q1. Per Section 2.5 of the RFP document, we are to offload and then have the building reassembled, however there is no mention of the under-building prep work. Is the intent to have a pad poured? Or is the intent for this to sit on a compacted rock base? Would either of these options be by EWEB or possibly does scope need to be added?

2.5 - The completed building shall be delivered to Currin Substation and offloaded by the Contractor. The building will be reassembled and retested per EWEB and Contractor standards before being turned over to EWEB for final integration with Currin Substation.

A1. EWEB will have prepared pier foundations for the building to be placed upon when it arrives on site. The contractor will be responsible for reassembling any shipping sections, reconnecting any equipment and control circuits that needed to be disconnected for shipping and then performing site testing to verify all circuits/equipment are ready to be turned over to EWEB for final integration. The contractor is not responsible for any integration with exterior conduit or circuits outside the building.

Q2. In review of the drawing D-37834-1 from Addendum # 1, it appears the intent is to modify the roadway and install new 8’ composite fencing with 2-20’ gates, as well as a rain garden, ect.

but that does not appear in the scope portion of the RFP, nor can I locate any specs or additional information on Oregon Buys. Is all of the information shown on this drawing part of this RFP?

A2. Drawing D-37834-1 was included with Addendum #1 to illustrate the site access conditions for the new control house delivery. This drawing was for reference only and no work shown on it is a part of this contract.

CLOSING DATE AND TIME

June 28, 2022. Remains unchanged.

This addendum constitutes a MATERIAL CHANGE to the Request for Proposals.
