About this file

This document is an Addendum No. 2 issued by the State of Michigan Department of Technology, Management & Budget Health and Human Services Facilities Administration for a project titled "Caro Center - Various Building Demolitions" with the File No. 491/20209.MAA. The project involves the demolition of various buildings located at the Caro Center in Caro, Michigan. The addendum addresses revisions to the project specifications and plans, as well as changes to the contract language. It also provides responses to questions submitted by prospective bidders regarding the project's water disposal, asbestos reports, basement details, and site visits. Bids for this project are due on Wednesday, February 1, 2023, by 2:00 PM electronically through the Sigma VSS website, and no additional time is allowed for the bid. The jurisdictions involved in this contract opportunity are Tuscola County and Capac Village.

The addendum clarifies that broken concrete can only be used as backfill at a depth of 4 feet below the ground surface and below, and that the quantity of water to be disposed of is an estimate based on the best available information. Contractors are required to fill in the bid sheets with their proposed costs, but are not permitted to include any additional + or - percentages. The owner's intent is to complete the entire project, and the addendum provides analytical data on the water in the basements.

ADDENDUM NO. 2

January 25, 2023

TO: To All Prospective Bidders of Record SUBJECT: Revision to Specification and Plans, and Change to Contract Language

1. As a reminder, bids continue to be due on Wednesday, February 1, 2023 by 2:00 PM electronically through the Sigma VSS website. Addendum No. 2 does not extend the bid due date.

2. E-mail Questions Submitted – Answers are in Bold/Underlined

Homrich (12/21/22 – 4:23 PM)

a. “Looking at the water disposal aspect, I do not believe the 135 calendar day schedule will be sufficient.

I have looked at multiple methods of water treatment/discharge and or disposal and the best-case scenario I can assume on duration is four to six months just to remove the water. I understand that you cannot dictate means and methods, but the point I am trying to convey is that water removal/disposal will take longer than the allotted schedule according to the bid documents. Would the State be open to a longer duration schedule if I provided a proposed duration with my bid? We request that the bid date be pushed back 2 weeks, this request is being made to provide us with the time need to review the pending addendum and site photographs since none could be taken. Also to receive needed information regarding the electrical reroute work and to gather any additional information needed to provide the best possible price to perform. The project is scheduled to start until spring therefore the additional time would not impede with other projects.” No additional time is allowed for the bid. Also, the information that was given in Addendum No. 1 has the only information concerning electrical routing that Caro Center has.

Pitsch Companies (12/23/20 – 12:05 PM)

b. “Will there be the full asbestos report available? No If so, do they include floor plans of the individual buildings? Also are there AS-BUILTS available. There are no AS BUILTS available. I’m just trying to find more info on buildings and basements. Will there be another opportunity to walk thru the buildings?” As stated in the original site meeting, no additional site visits will be allowed.

Mackenzie Companies (1/4/23 – 10:02 AM)

1. Confused about the building concrete removal for the base bid. Does all the concrete (floors, footings, basement walls, basement floors) come out on the base bid for all buildings (Landbank and Caro Center)? YES

2. 6.2 Schedule of Alternates, Deduct Alternate Item Summary Sheet, Items 8 and 9 are both Building 5.

Which building is which Item? Item 8 is the Grounds Building 122.

3. Per Section 02 80 00 – 4, 5.3. Can broken concrete be used as backfill in the basement areas at a depth of 2 feet and below? NO, broken concrete can only be used at a depth of 4' below ground surface and below.

4. It was mentioned at the Pre-Bid meeting that the size of the basements that have water is unknown.

How accurate are the volumes of water to be disposed for each of the 4 buildings? Because MTC was not able to enter the tunnel/basement areas of the four flooded basements, the quantity of the water was the best estimate based on water depth at the time of the observation and recording along with the

File No. 491/20209.MAA Health and Human Services Caro Center - Various Building Demolitions Caro, Michigan Addendum No. 2, January 25, 2023 building footprint area. Could a base volume of water to be disposed be stated for the project and a unit price for water + or – 50% of that volume be proposed? As the Contractor, you may propose what you believe is necessary, but you must fill in the Bid Sheets with costs but NO + or -.

5. Since no building drawings have been provided in the Specifications and Addendum 1 that illustrate the basement areas, how are contractors able to calculate the amount of soil for backfilling? There are no AS BUILTS available. Could a base volume of sand per ton for the project backfilling and a unit price for sand + or – 50% of that weight be proposed? As the Contractor, you may propose what you believe is necessary, but you must fill in the Bid Sheets with costs but NO + or -.

6. Since no building drawings have been provided in the Specifications and Addendum 1 that illustrate the basement areas, how are contractors able to calculate the amount of concrete needed to be removed?

There are no AS BUILTS available. A second site visit would be helpful. As stated in the original site meeting, no additional site visits will be allowed.

7. During the Pre-Bid meeting it was becoming dark outside and 5 of the buildings were not visited. These buildings not visited were 7, 9, 5, 18 and 26. When can these 5 buildings be visited and when can the site be revisited? A project of this magnitude should have at least 1 full day to visit all the buildings. As stated in the original site meeting, no additional site visits will be allowed.

8. Since the bid sheet Items are per building location, is it possible that not all the buildings will be demolished due to the project budget? The intent is to complete the entire project.

The MRD Group (1/6/23 – 3:37 PM)

1. We know that there are a number of buildings whose basements are filled with water. (Approximately 1.6M Gallons). During the job walk, we were unable to enter those basements to determine the actual depths of these basements. We can determine the footprints of these basements by the drawings but do not wish to guess as to how deep they are below grade. Would you please provide us with the depths of these water filled basements, in addition to the providing the depths of the basements below the (2) prisons so that we can provide an accurate fill quantity to meet the bid specifications? Because MTC was not able to enter the tunnel/basement areas of the four flooded basements, the quantity of the water was the best estimate based on water depth at the time of the observation and recording along with the building footprint area.

2. Will the owner accept us removing the water from the basements, treating the water and then draining the water there on site? The attached analytical data summary sheet indicates that Buildings 2, 11 and 55 are NOT able to be treated onsite and discharged. Building 26 must meet GSIC requirements.

3. Are there any analytical data on the water in the basements as well? The results were sent in Addendum No. 1.

ACKNOWLEDGEMENT:

A copy of this addendum, properly signed in the space provided below, must be acknowledged and returned with the bidder’s proposal for submission of a valid proposal. The changes and information shall become a part of the contract documents.
