About this file

This Addendum #2, issued by the State of Michigan Department of Technology, Management and Budget on February 13, 2020, pertains to the Lakeland Correctional water and sewer improvements project (File No. 472/17466.CDP). The addendum modifies the bidding documents for this infrastructure project and was issued prior to the February 19, 2020 bid opening date. Key revisions include the addition of specifications for Temporary Facilities and Controls (Section 015000) and Construction Waste Management and Disposal (Section 017419), along with clarifications on grinder and auger equipment specifications, including requirements for 304 stainless steel manual bar screens and frames, two 2-ton Harrington lever-style chain hoists with corrosion-resistant chain for the gantry crane assembly, and an aluminum cleaning rake. The addendum addresses multiple bidder questions from the pre-bid meeting, including clarifications on tracer wire requirements for HDPE and PVC pipe, geotechnical bore location data, specifications for existing well capping (three wells ranging from 49 to 60 feet deep with 12-inch diameter pipe), and adjustments to gantry crane specifications, permitting a maximum 400-pound assembled weight instead of the originally specified 325 pounds while maintaining lifting capacity requirements.

The addendum requires bidders to acknowledge receipt of two signed copies with their proposals for submission of valid bids. The temporary facilities and controls section establishes requirements for construction support infrastructure, including temporary utilities, site management, dust and contamination control, dewatering, waste disposal, and security measures appropriate for work at an active correctional facility. The construction waste management section mandates proper handling, separation, recycling, and disposal of demolition and construction waste in compliance with local authority requirements, with all waste materials becoming property of the contractor unless otherwise designated as Owner's property.

Questions

1. Is tracer wire required on pvc pipe?

Ans) Appropriately sized tracer wire shall be included on all HDPE and PVC pipe. See plan notes for this and requirement for boring logs to be provided for payment and as-built record

2. Geotech Report: The geotechnical report drawing shows (2) bore locations with SB1 located on the North side of the prison near the forest and SB2 located near State St., but on the plans there is an SB1 just south of the proposed Grinder House, and SB2 mid-way of the bore, and TB02 near the Meter House. It would be beneficial to have a bore near the Grinder house to know the soil and water levels to determine whether de-watering will be required. Are there bore samples available at the plan locations?

Ans) Additional soil boring data is included in the addenda

3. Can we get more detail on the water wells that need to be capped? Depth and Size of Pipe?

Ans) Per the Owners record, existing wells are all 12” diameter, with #1 being 60’, #2 being 53’ and #4 being 49’ deep

4. Sheet C17 – Note 3 - Min. 10 Ft Clear Span, Adjustable to 15 FT with Min. 7.5 Ft - Does the adjustable 15 ft apply to the height, not the width, correct?

Ans) Adjustable width, not height.

Sheet C17 – note 7 - My fabricator does not believe he can achieve a 4,400 LB. lifting capacity with assembled weight limit of 325 LB. He says a max. 400 LB assembled weight is achievable for him. Can we use

400 LB?

Ans) Maximum 400 LB assembled weight will be permissible.
