About this file
This Addendum 2 document supplements Invitation to Bid 22-060 for Morgan Falls Connector Phase 2A, a trail and infrastructure project administered by the City of Sandy Springs, Georgia. The project encompasses trail construction, boardwalk structures, retaining walls, storm drainage, erosion control, and landscape improvements across four major sections. Key bid items include pervious and heavy-duty concrete trail construction (14,640 square feet and 446 cubic yards respectively), a top-down boardwalk wood structure spanning stations 10+84 to 42+12, multiple retaining walls with Ashlar finishes totaling 533 cubic yards, aluminum rail cable systems, pre-engineered bridges, and associated signage and pavement markings. The addendum also addresses the Georgia Power section of the project, which includes grading, concrete trails and roadways, retaining walls, erosion control, and landscape work. The bid response due date is August 19, 2022 at 2:00 p.m. via the Bonfire Portal, with a non-mandatory pre-bid conference held on July 19, 2022 and a questions deadline of August 2, 2022 at 5:00 p.m. The project completion time is 365 calendar days, with contractor bid pricing held valid for 120 calendar days.
The addendum clarifies critical specifications and requirements through 21 numbered questions and answers addressing bid security (5% of bid bond), project completion timeframes, material specifications, and construction methodology. Significant revisions include confirmation that all exposed concrete walls require Ashlar finish rather than granite veneer, concrete deck specifications of 4 to 5 inches for the boardwalk, 8-inch Class AA concrete with welded wire mesh and 6 inches of graded aggregate base for heavy-duty surfaces, and clarification that the top-down boardwalk wood structure is paid as a lump sum rather than a unit price by linear foot. The contractor must hold a General Contractors License and follow GDOT Specification 202 for clearing and grubbing, with all trees under the boardwalk cleared and stumps left flush with the lake water line. The addendum specifies this is a unit price contract requiring use of units provided on bid schedules, confirms that preferred boardwalk contractors listed are not exclusive and alternatives may be used, and mandates that the boardwalk be constructed without lowering the lake water level using the top-down construction method shown in plans. Updated plans dated August 5, 2022, bid forms dated August 12, 2022, and geotechnical reports dated April 20, 2021 are included in the public files on Bonfire.

Addendum Number 2
ITB #22-060 Morgan Falls Connector Phase 2A
COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the ITB
RESPONSE DUE DATE: August 19, 2022 2:00 p.m.
To All Prospective Offerors: In reference to the ITB listed above, the following answers to questions, additions, deletions, and changes are hereby incorporated into the ITB:
Q1. What is the amount of Bid Security that needs to be documented on the Bid Bond? It doesn't specify in the ITB.
Answer: The bid security is 5% of the bid bond
Q2. The notes in the Trail Lighting plan sheets state that the "Trail Lighting and associated conduit to be a bid alternate". Is this note correct and can you clarify the lighting scope?
Answer: The note is incorrect & has been revised in the updated plan set for Edgewater Apts. plan set attached. All conduit to be installed by contractor for future lighting. Quantities for conduit and electrical boxes are in the bid.
Q3. Please clarify project completion time. Completion time shows 365CD on bid doc page-7, while page-31 asking 60CD
Answer: The completion time is 365 calendar days. Contractor Bid pricing shall be held for 120 calendar days.
Q4. On Sheet S0.0, suggested top down boardwalk contractors are listed. Are these the only contractors who can perform the work or may other contractors be used?
Answer: The boardwalk contractors listed in the plans are preferred. However, contractor can use alternatives.
Q5. Can you please provide the geotechnical reports?
Answer: There will be included as part of this addendum.
Q6. Will the water level of the lake be lowered to facilitate the construction of the boardwalk?
Answer: The water level will not be lowered. Contractor is required to build boardwalk by top-down construction method as shown in the plans.
Q6. If the water level is not lowered, will there be consideration for revising the bracing requirements?
Answer: Boardwalk bracing shall be place at the waterline of the lake.
Q7. Are there any special provisions for Clearing and Grubbing?
Answer: No, contractor is required to follow GDOT Spec 202. All trees shall be cleared and mulched with in the Limits of Disturbance (LOD). All trees under boardwalk must be cleared, stumps may be left flush with lake water line.
Q8. The retaining wall details call for an Ashlar Finish, but the bid form shows all of the walls having a granite veneer. Can you please clarify which is correct and provide a detail for the granite veneer if required?
Answer: All exposed concrete walls shall be Ashlar Finish, per the plans. The bid form has been updated.
Q9. Detail 1 on S-3.6 shows a 4" elevated concrete deck for the boardwalk. The bid form calls out a 5" concrete deck. Can you please verify which is correct?
Answer: The bid form has been revised to 4”-5” concrete. Contractor shall follow structural details.
Q10. The detail for the Heavy Duty concrete pavement on the Edgewater plans shows 6" of GAB and 8" of 4000 PSI concrete while the bid form calls for 8" of GAB and 6" of 3000 PSI concrete. Can you please clarify which is correct?
Answer: Contractor shall use 8” Class AA concrete with welded wire mesh & 6” GAB. Bid forms have been updated.
Q11. Could you please clarify the limits of the pervious concrete in relation to the heavy duty concrete in the Edgewater plans? There are station callouts for the vehicular concrete that overlap with the pervious concrete hatching on CP-02.
Answer: The updated bid schedule and plans, sheet CP-02 station callouts indicate the correct locations for heavy duty vehicular concrete & pervious concrete. Heavy duty concrete is to be used, per station callouts, where the trail falls within the Fulton County sewer and force main easements.
Q12. Typically, installation of timber piles is paid for by the LF. Could a separate per LF bid item be added to separate the piles from the boardwalk bid item?
Answer: Top Down Boardwalk Wood Structure will be paid as lump sum per Stations shown in the plan set.
Q13. Can a bid item please be added for the Infiltration Trench in the Edgewater plans?
Answer: An Infiltration Trench detail has been revised on sheet CP-02A. Bid Items have been updated.
Q14. Due to the cost of Stainless Steel vs. Galvanized, would the Simpson Z-Max Coating be an approved alternate for the clips and straps on the boardwalk?
Answer: Contractor shall install clips and straps as specified in the plans. Galvanized will not be excepted.
Q15. is GC license required?
Answer: Contractor shall have a General Contractors Licenses (GC) to perform work shown in this bid.
Q16. Is there a place on site to borrow or export dirt?
Answer: No, a location is not provided to borrow or export dirt.
Q17. Can we balance the site if not?
Answer: Contractor(s) are required follow details & grade project as designed.
Q18. Is this a unit price contract or a lump sum contract?
Answer: This is a unit price contract.
Q19. Are we to use units provided on the bid schedules?
Answer: Yes, please use the units associated with the bid schedules.
Q20. Can we extend the question period?
Answer: if it is deemed necessary.
Q21. Please clarify project completion time. Completion time shows 365CD on bid doc page-7, while page-31 asking 60CD
Answer: See Response to question #3.
