About this file
This Addendum 2, issued October 14, 2026, provides clarifications and responses to submitted questions regarding the Construction Manager At-Risk (CMAR) Request for Proposal for the Altavista Combined Schools Renovation Project issued by Campbell County Public Schools in Altavista, Virginia. The project involves comprehensive renovation services with a construction budget of $38,000,000 and total project cost of $45,000,000, with additive alternates totaling $5,365,000. Record drawings, geotechnical reports, civil surveys, and AHERA reports were made available to construction managers on October 9, 2026. Follow-up site visits were permitted upon coordination with Dr. Clay Stanley at cstanley@campbell.k12.va.us. Proposals from the five shortlisted construction managers were due October 27, 2026. The project anticipates phased construction with occupied school buildings, coordinating work schedules including summer hours, after-hours, and weekend work with school staff, with phased occupancy by wing anticipated. The Initial GMP is contractual and due at the end of Schematic Design (approximately January 5, 2027), with subsequent GMP updates following Design Development (approximately May 12, 2027) and Final GMP Amendment at 100% Construction Documents (approximately August 25, 2027). Critical path begins with Owner-CM A133 agreement approval and execution at the December 1, 2026 Board of Supervisors meeting.
The $38,000,000 GMP is inclusive of Design Contingency (5%) and Escalation (4%) with no escalation clauses permitted beyond the stated GMP. Additive Alternates #1, #2, #3, #5, and #6 are included within the $38,000,000 GMP, while Alternates #4 and #7 are excluded. Architect/Engineer fees, commissioning, and furniture design and procurement costs are excluded from the CM's GMP. The $250,000 asbestos abatement allowance is carried by the CM, not the Owner, with existing hazardous materials survey provided and additional survey and abatement design to be completed in coordination with the selected CM. Performance and Payment Bonds and Insurance Costs during construction are to be itemized in Attachment F (General Conditions Non-Personnel Cost Breakdown), with permit costs also included within General Conditions. The CM Construction Phase Fee is requested as both a lump sum and as a percentage of the $38,000,000 GMP, with the percentage remaining fixed and not applicable to change orders below 2% of the contractual GMP. Design-phase Project Manager commitment includes full-time designation during GMP pricing periods and full-time on-site during construction, with pre-construction hours included in the Pre-Construction Phase Fee (Attachment B). Updated attachments include fillable forms for Price Proposal, Key Personnel, Matrix of CMR Services, and Personnel Cost Breakdown, with the BIM Manager role not required as a separate position.

CCADM 002-FY27 REQUEST FOR PROPOSAL – Construction Manager At-Risk (CMAR)
ADDENDUM 2 Issued: October 14, 2026
SUBMITTED QUESTIONS AND RESPONSES:
1. Existing/As-Built Drawing Availability - Would it be possible for any existing as-builts or drawings of the school be made available for us to review?
Yes, these record drawings were transferred via Newforma from RRMM on October 9.
Those CM representatives who were included on the sign-in sheet from pre-proposal meeting were sent copies of record drawings. Also included in this transfer were the geotechnical report, civil survey, and AHERA report.
2. Follow-up Site Visit Request - Would it be possible for us to schedule a follow-up site visit on the afternoon of 10/14/26? We would like to spend more time reviewing the existing conditions of the building and observe traffic patterns.
Yes, please contact Dr. Clay Stanley – cstanley@campbell.k12.va.us with your requested day and time to visit.
3. Construction Budget, Alternates, and Escalation - RFP Reference: Section 3.B.1; Exhibit A, Section 6
a. Section 3.B.1 identifies a $38,000,000 construction budget, described as essentially the
GMP, and a total project cost of $45,000,000. Exhibit A estimates construction hard cost at $30.5–32 million, includes approximately $2.5 million of soft costs (A/E design and construction administration, commissioning, and furniture design and procurement) in its project total, and identifies $5,365,000 in seven additive alternates. Please confirm:
i. whether any of Additive Alternates #1–#7 are intended to be included within the $38,000,000;
Yes, additive alternates #1,2,3,5, and 6 are included in this project’s $38M GMP.
Add alternates #4 and 7 are not included in the $38M GMP. Any estimated allowances from the study such as #5 and 6 will be refined/recalibrated with the selected CM during the Initial GMP stage to fit into the $38M GMP.
ii. that A/E, commissioning, and furniture design fees are excluded from the CM's GMP; and A/E fees, commissioning, FF&E (design fees and scope) are excluded from the CM’s GMP.
iii. whether the $38,000,000 is intended to cover escalation beyond the 4% carried in Exhibit A, which assumed a construction start in early to mid-2027.
The feasibility study operated under different budget parameters, but it identified under the preliminary cost estimation that the range of construction
CCADM 002-FY27
REQUEST FOR PROPOSAL – CMAR - ALTAVISTA COMBINED SCHOOLS
costs was INCLUSIVE of both 5% Design Contingency and 4% Escalation.
Therefore, this project’s GMP of $38M is inclusive of any estimated escalation.
There will not be any escalation clauses accepted for the Owner-CM contract beyond the stated GMP of $38M.
4. Building Occupancy During Construction - RFP Reference: Exhibit A; Section 4.D, Item 3.6.B
a. With the building remain occupied by students during construction, please describe any known constraints,
i. including available swing space or modular classrooms, There will not be any modular classrooms, and it is expected there will be swing space in regions of certain wings for phased construction to take place during the school year; all phasing plan implications will be coordinated between CM, CCPS and RRMM throughout the design process.
ii. summer work windows, after-hours and weekend work CMs will coordinate work schedules with school staff and will have opportunity to work summer hours, after-hours and weekends.
iii. athletics and community-use schedules, TBD
iv. and whether phased occupancy by wing is anticipated.
Yes, it is anticipated to have phased occupancy.
v. Could the bell schedules for both Middle and High school students be provided?
Yes, provided in attachment.
5. Bonds, Insurance, Permits-RFP Reference: Attachment F; Section 2.A.9; Attachment A, Item 4
a. Attachment F (General Conditions Non-Personnel Cost Breakdown) includes line items for 100% Performance and Payment Bonds and for Insurance Costs during construction, while Attachment A places insurance and bond costs in the Insurance, Bond and Taxes Maximum Fee (a percentage of the GMP). Similarly, permits appear in both Attachment F and the Insurance, Bond and Taxes Maximum Fee. Please confirm:
i. where bonds, insurance, and permit costs are to be carried so that each is priced only once.
Utilize Attachment F to indicate the cost of both the 100% Performance and Payment Bonds and the cost for Insurance Costs during construction. Under Attachment A, Item 4, simply state that the amount for Insurance, Bond, and Taxes is included in the above 2B. General Conditions Costs for Non-Personnel which is reflected on Attachment F. Indicating the percentage is not necessary on Item 4 of Attachment A and the cost will only be counted once.
6. Estimate and GMP Milestones - RFP Reference: Attachment B; Exhibit B
a. Attachment B requests estimates at 100% SD, 100% DD, 50% CD, and 100% CD. Exhibit
B shows an Initial GMP at SD (approximately January 5, 2027), a GMP Update following DD (approximately May 12, 2027), 75% CDs, and a Final GMP Amendment at 100% CD (approximately August 25, 2027). Please confirm
i. the required estimate and GMP milestones, and Follow Exhibit B for GMP delivery. The dates are a reasonable timeframe for what is expected to be delivered. The critical path starts with approval/execution of the Owner-CM A133 agreement at the December 1, 2026 Board of Supervisors meeting (negotiations completed prior to Thanksgiving).
ii. whether the Initial GMP at SD is intended to be a contractual GMP or a GMP proposal/estimate.
Per typical A133 contract for Owner – CM agreement, the Initial GMP will be a contractual GMP delivered at the end of SDs. All subsequent GMP updates may not exceed the Initial GMP without the material change of scope (per typical A133 contract terms).
7. Project Manager Design-Phase Commitment - RFP Reference: Section 4.D, Item 3.2.C;
Attachments B and E
a. Item 3.2.C requires the Project Manager to be full time during the design phase. Please clarify:
i. whether design-phase Project Manager hours are to be carried in the Pre-
Construction Phase Fee (Attachment B), as Attachment E appears limited to construction-phase on-site staff; and Item 3.2.C. defines the PM role to be included from design to completion of the project, therefore there should be hours of the PM included in pre-construction hours (Attachment B). Attachment E is for construction phase which require a separate number of hours for the PM too.
ii. whether CC/CCPS would consider responsive a design-phase commitment at a stated percentage, provided the Project Manager serves as the Owner's day-to-day contact, attends all design meetings, increases to full time during GMP pricing periods, and is full time on site once construction begins.
CMs must enter a value for total Pre-construction fee on Attachment B, it is up to the CM how you delegate the time of your PM in pre-construction to accomplish the tasks and responsibilities a CM must achieve in GMP process.
Also, the Attachment A – Price Proposal Form – has been amended with this addendum to include an additional line under 1. Construction Manager Fixed Fee to designate lump sum value for CM Pre-construciton Phase Fee. This is now noted as 1B. on Attachment A.
8. CM Construction Phase Fee Basis - RFP Reference: Sections 2.A.6 and 2.A.8.3
a. The CM Construction Phase Fee is requested as a lump sum, while Sections 2.A.6 and 2.A.8.3 refer to "the same percentage fee as quoted."
i. Please confirm the GMP basis to be used to express the fee as a percentage (e.g., $38,000,000) CMs are to include BOTH a lump sum value on Attachment A price proposal form and a percentage of what that lump sum value represents relative to the
GMP.
ii. how the percentage will be applied to scope increases exceeding 2%.
The percentage for CM Construction Phase Fee (OH&P) cannot change beyond the A133 contract negotiations. And, it is understood by CMs that this contract will not allow for CM’s OH&P assigned percentage mark-ups of any and all change order requests that are below 2% of the contractual GMP and do not require an extension of Contract Time.
9. Hazardous Materials - RFP Reference: Exhibit A, Section 6; Section 2.A.10
a. Exhibit A carries a $250,000 asbestos abatement allowance and hazardous materials testing as Owner-carried items outside the GMP. Please confirm
i. responsibility for hazardous materials: will abatement be contracted directly by the Owner, The asbestos abatement work will be carried by the CM, not the Owner.
ii. will the hazardous materials survey and abatement design be provided to the CM before the Initial GMP?
Existing survey has been provided and there will be additional hazardous materials survey and abatement design provided by Owner – completed in very close coordination with the selected CM and its abatement subcontractor. It is anticipated that the Initial GMP will contain an allowance for asbestos abatement since the Owner and design team (including H&P who both tests for hazardous materials and provides abatement design) will need time to work with the CM after schematics to further test, coordinate, and identify hazardous materials abatement scope in more clarity.
10. RFP Reference: Attachment A; Section 1.D.4
a. Attachment A, Item 5 totals "Part 1.A, Part 1.B, Part 2.A, Part 2.B, and Part 3," but the form contains no Part 1.B and no line for the CM Pre-Construction Phase Fee, which Section 1.D.4 includes in the evaluated price. Should the Pre-Construction Phase Fee (Attachment B total) be entered on Attachment A? Will a corrected Attachment A be issued by addendum?
Attachment A has been updated and included with the documents for this addendum.
