About this file
This is an addendum to an Invitation to Bid (ITB #25-025-PW) issued by Eugene Water & Electric Board (EWEB) for the Carmen Smith Load Bank Station Construction Work. The addendum provides clarifications and additional information regarding the site preparation work for the load bank facility, which involves excavation, grading, waterline installation, fiber conduit installation, culvert construction, and ditch rehabilitation. The project scope is limited to specific bid items listed in the addendum, with other work to be performed under separate contracts. The bidders' conference was held prior to the addendum issuance, and the bid opening date remains unchanged. The contract includes 13 primary bid items: mobilization, construction staking, erosion control, traffic control, clearing and grubbing, demolition, temporary waterline bypass, permanent potable waterline installation, transformer over-excavation and granular backfill, fiber optic conduit installation, 24-inch culvert construction, roadside ditch rehabilitation, and site stabilization through hydroseeding.
Pricing is on a progress and duration basis for most items, with specific mobilization payment schedules (50 percent at 5 percent project completion, 100 percent at 10 percent completion). The contractor must obtain all necessary permits, including a 1200-C stormwater prevention permit from the Oregon Department of Environmental Quality and a plumbing permit from Linn County Building Department. EWEB water crews will perform water tie-ins and disinfection per EWEB Water Distribution Design and Construction Standards (provided as Attachment D). The contractor must mobilize equipment capable of efficiently excavating and grading within load rating limits of the Carmen access bridge (documented in Attachment B), with boulders requiring industry-standard ripping equipment or qualifying as extra work. Approximately 800 cubic yards of excavated material will be embankked on-site as select native material, with excess spoils transported to the Peggy Creek waste site per specifications in Attachment C. The geotechnical data report (Attachment G) indicates subsurface conditions consisting of glaciofluvial terrace deposits with boulders and rock, with rock surfaces encountered between elevations 2,095 and 2,128 feet; groundwater was not encountered during recent explorations.

This addendum shall be added as a part of the original bidding document and shall become part of the work required.
QUESTION & ANSWER (EWEB responses are in blue.)
1. The project description on the Formal Invitation to Bid differs from the Summary of Work in the Load
Bank Specs. Can you clarify?
Yes we can. The summary of work in Section 01 11 00 of the project specifications includes a description of all work for the overall project, including work being bid under this ITB 25-025-PW. (In other words, the project work under this ITB only includes a portion of the work shown in the project plans discussed in 01-11-00.) Please refer to the list of Bid Items in Section 5 of the Bid Form and the list of Bid Item descriptions located in Attachment A to this addendum for the scope of work included under this ITB 25-025-PW. All other work items shown in the project plans and Section 01 11 00 that is not included in the Bid Items and Bid Item descriptions, are to be performed by others under separate contract.
2. Where does the fiber conduit start and stop?
Limits and scope of fiber conduit installation are described in bid item #10 shown in Attachment A to this Addendum. Descriptions for all bid items are included in this attachment, including limits, aggregate standards, and incidentals.
3. How much of the excavated materials will be embanked?
Approximately 800 cubic yards (neat) of excavated material will be embanked on-site. Embankment shall be select native per 31 23 23. Excess spoils shall be transported to the Peggy Creek waste site and placed in accordance with the plan and details shown in Attachment C to this Addendum.
4. Is there any fiber optic work?
There is no fiber optic installation (e.g. MIRO ducting, blowing fiber strands, terminations, equipment, etc.) or communications included in this work. The work does include the installation of fiber optic conduit outside of the Load Bank pad. See Item #10 in the list of bid item descriptions in Attachment A to this Addendum for a more detailed description of limits and incidentals.
5. Is machine control acceptable?
Machine control is acceptable for mass excavation and embankment. A CAD file will be provided for this purpose after contract approval. See Item #2 description in Attachment A to this Addendum for a more detailed description of construction staking.
6. Will EWEB crews perform the water tie ins and work on existing water system?
Yes, EWEB water crews will perform disinfection and tie-ins for temporary and permanent waterlines per the EWEB Water Distribution Design and Construction Standards located in Attachment D to this Addendum.
7. Does the ditch rehabilitation include check dams?
No, ditch rehabilitation does not include the re-installation of check dams. See Item #12 description in Attachment A to this Addendum for a more detailed description of work.
8. Is the ditch rehabilitation built to detail on Sheet C50?
Yes, ditch rehabilitation is required to be performed per Detail 3 on Sheet C50. The “V” shaped section shown for subgrade/geotextile prep is not mandatory and a flat bottom excavation will be allowed. The top of the rock shall be “V” shaped, as detailed to concentrate flows. See Item #12 description in Attachment A to this Addendum for a more detailed description of work.
9. Is there any prep work needed at the Peggy Creek waste area?
Yes, tree removal is required, as shown in Attachment C to this Addendum. Stump shall be cut flush to the ground and left in place. Cut trees shall be transported to a location outside of the Willamette National Forest boundary consistent with the requirements of clearing and grubbing in Section 31 23
13. No other preparatory work is required. Excess excavated material can be placed on existing ground, as shown in USFS details in Attachment C to this Addendum. No post processing or screening of material is required. No maximum lift thickness or compaction is required.
10. Are there any structures for demolition?
Yes. Known structures include the potable waterline, abandoned concrete septic tank, septic drain field, and galvanized irrigation piping. Man-made material shall be disposed or recycled off-site in a manner consistent with waste disposal regulations. PCC rubble, AC, aggregate, and other inert geologic material may be disposed at the Peggy Creek site shown in Attachment C to this Addendum consistent with specifications for general excavation.
11. Are boulders or rock considered extra work?
Yes. The contractor is expected to mobilize heavy equipment large enough to efficiently excavate and grade the site, within the load rating limits of the Carmen access bridge shown in Attachment B of this Addendum.
Formations of solid rock, located in finished cut, that cannot be ripped by industry standard means (D8 single ripper) shall be considered extra work, as directed by the Owner. Extra work shall be paid on a fixed price or time and materials basis as determined by the owner.
Boulders in excess of the limits of loading and transportation equipment shall be considered extra work to post process, as directed by the Owner.
12. Is there a spec for the “granular backfill” under the transformer?
Yes, the specification is located in Section 31 23 23. Granular backfill does not need to meet ODOT standards. Local sources are acceptable, provided a consistent product can be produced meeting the minimum performance specifications.
13. Is there a spec for the ditch rehab aggregate?
Yes, ditch rehab aggregate shall be consistent with the Aggregate Base Course described in specification Section 32 11 23 and the ODOT specification in Bid Item #12 description in Attachment A of this Addenda. See Bid item #12 description for a more detailed description of work.
14. Are the stumps from all trees removed?
No, only a portion of stumps have been removed with the prior tree removal. All stumps located in the grading limits shall be removed by the contractor, in accordance with clearing and grubbing specification 31 23 13. An exact count of stumps is not provided. A series of photos showing the existing conditions is shown in Attachment F of this Addendum. The site is currently free of snow as of January 25, 2025. The contractor will verify the number of stumps to be removed during clearing and grubbing.
15. Does the entire site need to be cleared and grubbed?
No, only the limits shown for grading and demolition shall be cleared and grubbed. The existing tree clearing limits exceed the design grading limits. This was done purposefully to establish a safety buffer.
16. Is there any rocking of the pad or roadway?
No, rocking of the pad and access road (with exception of the construction entrance) is not included in this scope of work. A separate high voltage electrical contractor (under separate contract) will be mobilized immediately following the site preparation work. The electrical contractor will perform all excavation for foundations/conduits, grounding and electrical in addition to stabilizing the pad and access road. All work not included in the bid item descriptions is performed under separate contract by others.
17. Does the pad need to be hydroseeded?
No, the pad and access road do not need to be hydroseeded. See Item #13 description of Attachment A of this Addendum for a more detailed description of work.
18. Can the turnout by the highway be used to stage trucks?
Yes, a portion of the turnout located adjacent to the Carmen access road may be used to actively stage trucks in routing/rotation, as directed by the Owner. The area shall not be used for passive staging, laydown, or storage.
19. Will there be trucking off Smith Ridge to manage?
Yes, trucking may be encountered from Smith Ridge and will need to be accommodated in traffic control. Owner will do everything possible to route trucks to Hwy 126 via Ikenick Snow Park and limit heavy truck traffic adjacent to the work zone.
20. Is construction water available?
Yes, a limited amount of construction water is available at the Carmen Campus. Water is limited and available in small quantities (2,000 -3,000 gallons per day), as determined by the Owner. Contractor should make arrangements to obtain construction water from other sources if daily demand exceeds availability, as shown above. Water for dust control will be required as needed.
21. Can water be drafted at Trail Bridge reservoir?
Yes, construction water may be drafted at Trail Bridge reservoir. Contractor is required to obtain any necessary temporary water rights and conform to any required regulations (locations, fish screens, etc.). Contractor to provide all equipment necessary to pump or draft water into water trucks or buffaloes.
22. Are there any permits needed for the work?
Yes, contractor is required to obtain a 1200-C (or CN) construction stormwater prevention permit from the Oregon Department of Environment Quilty (ODEQ) Western Region Office located in Eugene, OR. Contractor is also required to obtain a plumbing permit from the Linn County Building Department for the construction of the waterline improvements. The contractor is also responsible for requesting inspections and other permit requirements. The contractor is required to obtain a temporary water right if they choose to pull construction water from Trail Bridge Reservoir (or any others) or waters of Oregon state.
23. Has all of the clearing been completed on-site or are there more trees that will need to be removed?
The vast majority of tree removal and clearing at the Load Bank site has been completed under separate contract. Only a small clump of young trees needs to be removed. See pictures in Attachment F of this Addendum. No other tree felling, tipping, or removal is required at the Load Bank Site. Trees are required to be removed at the Peggy Creek water areas, as shown in Attachment C of this Addendum. Trees shall be disposed at a site located outside the Willamette National Forest Boundary in a manner consistent with Section 21 23 13 of the project specifications.
24. Is there a Geotechnical report available?
Yes, the project geotechnical data report is located in Appendix G of this Addendum.
25. Is there a chance that the bid opening date can be delayed until the snow melts off the site? The specifications make the Contractor responsible for familiarity with the site but if we can’t see what is under the snow, how do we familiarize ourselves with the site?
The Owner cannot postpone the bid due date due to an accelerated completion schedule, however, the site is free of any snow as of February 25, 2025 and all existing conditions are exposed. Photos of the site taken on February 25, 2025 are included in Appendix F of this Addendum for reference.
Photos of the existing Pressure Reduction valve and vault are shown in Appendix E of this Addendum for reference. Contractor is responsible for verifying all existing conditions.
26. Has a 1200C permit been obtained for this project since the work area has already been disturbed?
No, a 1200-C permit has not been obtained. The tree removal work was considered forestry operations and not construction related ground disturbance, so the work was not governed by the 1200-C program. The site preparation is construction and will disturb more than 1 acre. The Contractor is responsible for obtaining a 1200-C (or CN) permit from the ODEQ Western Region Office prior to ground disturbing activities. The erosion control plan and specifications may be used to support this process.
27. Is the chain link fence around the project intended to be permanent or temporary?
The chain link fence is not part of this work. The fence will be permanent but will be constructed under separate contract by others.
28. Does the Engineer need a field office for this project? If so, are there minimum requirements?
No, a field office is not required by the Owner or Engineer.
29. Are there hazardous materials on-site that we need to be concerned with removing?
No, no hazardous materials are known to exist onsite. Any potential future abetment of hazardous materials found through inadvertent discovery will be extra work.
30. In areas of over-excavation, the specs say that the Engineer will direct the placement of Granular Fill, CLSM, Concrete Fill or other materials in areas of over-excavation. Because of the range of price for each of these materials, can you clarify which material the Engineer will want?
The work requires “granular fill” as the required minimum performance specification and we would expect to see that material due to the logical price point compared to other materials. See Item #9 description of this Addendum for a more detailed description of work. PCC or CLSM are not required but would be accepted as an alternate material.
31. If a Boulder is found to be within the limits of the subgrade, is the removal of the boulder and the backfilling of the void over-excavation?
Boulders encountered, where firmly embedded and squarely protruding, in the limits of the subgrade shall be removed and backfilled as extra work. Backfill material shall be select native, placed in lifts, and compacted as directed by the Owner. Bounders encountered, firmly embedded and squarely protruding, in the subgrade for the transformer overexcitation and backfill (Bid item #9 of Attachment A of this Addendum and shown on section A of the project plans, page C30) shall be left in place and backfilled per plan and specifications under Bid item #9.
32. Looking at the Fiber Conduit on Sheet D-37728-EO1 that references us to Sheet D-37728-E40, what are the limits of work for those installing the conduit? There are several on E40.
See Bid item description #10 of Attachment A of this Addendum for limits, incidental, and standards.
33. Who did the tree clearing for this project site?
The site was cleared in 2023 and 2024 by Suulutaaq, Inc under separate contract.
34. It looks like we start the fiber optic conduit installation at an existing vault and take it up the hill to the road crossing. Are we supplying the pull box at the road crossing or is that something the Owner is providing? How far onto the site are we taking the conduit? The plans send us to E40 and there are a lot of conduits on this page.
PULL BOX 3 shown on Sheet E1 of the project plans is part of this work and Contractor provided, see Bid item #10 description of Attachment A of this Addendum for more details and to review the installation limits.
35. The Raceway List (starting on page 69 of Drawings - Volume 2) and the Circuit List (Drawings - Volume
3) are provided, in addition to the plans. We are not seeing a reference to these lists anywhere, and according to the left header on these pages, they belong to a specification section we don't see in the spec book for this project.
You may disregard them as they are not part of this contract and not relevant to the site prep work. Only the plans and specifications that governed the work described in the site prep contract have been released. The electrical package will be advertised for bid next month with all information and references for consideration.
CLOSING DATE AND TIME
