About this file
This document is an Addendum to the Invitation to Bid (ITB) # 24-208-PW for the Coburg Substation Transformer Installation project issued by the Eugene Water & Electric Board (EWEB) in Oregon. The addendum addresses questions regarding contractor qualifications, the availability of site shutdowns during construction, and other clarifications. It confirms that a general site work contractor can bid on the project as the prime contractor, as long as they or their subcontractor have the required electric safety credentials. The addendum also states that the plant will be shut down during the construction work. The bid closing date remains unchanged, and receipt of the addendum must be acknowledged by the bidder.
The overall project involves excavation, oil containment expansion, subgrade conduits/vault installation, and foundation pouring work at EWEB's Coburg Substation to support a transformer installation. The work will take place in Lane County and Condon City, Oregon. No additional pricing, set-aside, or funding details are provided in the addendum.

QUESTION & ANSWER
1. Section 00450 Submittal of Contractor Qualifications. Given that the majority of scope for this project is site work, please confirm if it is acceptable for a General Site Work Contractor to bid the project as a prime but submit all minimum qualifications for the required Contractor, Oil Containment & Superintendent Qualifications completely from subcontractors?
Yes, it is acceptable for this project as long as either the primary or subcontractor has the electric safety credentials required.
2. Section 01010 Summary of Work, 1.02 Description of Project. Please confirm if the high voltage substation equipment will be live during the construction period or whether EWEB will be able to perform partial or complete area shut downs while the work is being performed.
The plant will be shut down while the work is being performed.
CLOSING DATE AND TIME
