About this file

This is an Addendum documentation from the St. Johns River Water Management District (SJRWMD) regarding a drainage improvement project for the City of DeBary, Florida. The correspondence, dated May 7, 2019, addresses an application submitted by the City of DeBary for the 134 Floridana Road Drainage Improvements project (Permit Number PDEX: 157435-1). The proposed project involves the installation of new drainage inlets and stormwater pipes that will outfall into Angeles Lake. The initial application was received on April 19, 2019, and subsequently revised on May 3, 2019 to request exemption verification rather than an individual permit, with revised construction plans provided to support the exemption request.

Based on the revised submittal, the SJRWMD determined that an Environmental Resource Permit is not required for the project, as it meets the exemption requirements under 62-330.051(9)(b), Florida Administrative Code. However, the SJRWMD's determination is limited to the District's jurisdiction and does not eliminate permitting requirements from other agencies that may have authority over the project. Primary contacts for questions regarding the permit are Cammie Dewey and Nicole Martin at the SJRWMD, with copies of the correspondence sent to City of DeBary representatives Alan Williamson and Carmen Rosamonda, as well as to Gregory Teague at Pegasus Engineering.

Re: 134 Floridana Road Drainage Improvements

(Please reference the permit number/item number on all correspondence.)

Dear Ms. Rosamonda:

On April 19, 2019, the St. Johns River Water Management District received your application, construction plans requesting an individual permit for the above referenced project. On May 3, 2019, the District received a request to revise the application submittal to an exemption verification and provided revised construction plans. Based on this submittal, the proposed project involves the installation of new drainage inlets and stormwater pipes that will outfall into Angeles Lake.

Pursuant to 62-330.051(9)(b), Florida Administrative Code (F.A.C.), an Environmental Resource Permit is not required since the project meets the exemption requirements.

Please be advised that this determination only applies to the District and does not relieve you from the permitting requirements of other agencies.

Thank you for your cooperation with the permitting and compliance process. If you have any questions, please contact Cammie Dewey at (407) 659-4839 or by email at CDewey@sjrwmd.com, or Nicole Martin at (407) 659-4835 or by email at NMartin@sjrwmd.com.

Sincerely, Victoria Nations Supervising Regulatory Scientist Division of Regulatory Services
