About this file

This is an addendum to Request for Proposals NHJB-2025-04 issued by the State of New Hampshire Judicial Branch Administrative Office of the Courts seeking a licensed medical provider to oversee drug testing services for the Family Treatment Court in Sullivan County. The solicitation requests clinical oversight of drug testing to ensure compliance with FTC Best Practice Standards and insurance billing eligibility. Qualified vendors must hold a current New Hampshire or Vermont license as a Medical Doctor, Doctor of Osteopathy, Nurse Practitioner, or Physician Assistant with demonstrable experience in substance use disorder treatment, laboratory testing oversight, or medical review officer functions. The addendum, issued November 24, 2025, clarifies that proposals are due December 5, 2025 at 11:59 PM, with anticipated oral presentations on December 10, 2025, and selection notification by December 31, 2025. The initial contract term runs from the effective date through September 30, 2026, with two optional one-year renewal periods contingent upon satisfactory performance, available funding, and NHJB approval. The anticipated participant volume is up to 25 parents enrolled at a time in the FTC program.

The addendum provides critical clarifications on operational requirements, including that vendors may conduct multidisciplinary team meetings and court participation virtually, UA collections are coordinated by the FTC Case Manager with DNA-verified drug testing through contracted vendor Peak Outcome Partners, and telehealth services are acceptable for medical oversight duties. Dual licensure in New Hampshire and Vermont is not mandatory for all clinical and medical staff, only those credentials required by state insurances for service provision and billing. Vendors applying for Vermont Medicaid must be able to bill drug testing services no later than March 2026. Proposals will be evaluated on a 100-point scale comprising 30 points for qualifications and experience, 35 points for specification of work, and 35 points for cost proposal. Vendors must maintain professional and general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, obtain a Certificate of Authority to transact business in New Hampshire if out-of-state, and be actively registered in SAM.gov at proposal submission. The specific contract price will be determined through negotiations with no preset maximum disclosed.

REQUEST FOR PROPOSALS

RFP Addendum

Official Responses to Questions From Potential Respondents

1. Could you clarify the expected frequency and format for our staff participation in FTC multidisciplinary team meetings and court? Can these meetings be done virtually? (Page 6: Oversight

Responsibility)

Response: The vendor should propose the frequency and format of staff participation in FTC, ensuring alignment with the requirements outlined in the RFP. Meetings may be attended virtually.

2. Regarding billing of the UA, the Medical Provider needs to be involved in treatment to determine that the test is medically necessary. Would you be open to further discussion to what is needed from the medical provider to sign off on UA for best practices? (Page 6 Insurance Billing)

Response: Yes. Please provide this information in the proposal.

3. Our application for VT Medicaid has been submitted and we are awaiting approval. Does that hinder any portion of this process? (Page 7: C)a.b. Minimum qualifications for Vendors)

Response: Vendors should be able to bill drug testing services to Vermont Medicaid no later than March

2026.

4. Who is responsible for the UA collections? (Page 6 - Oversight Responsibility)

Response: UA collections are coordinated by the FTC Case Manager. Currently, FTC in Sullivan

County is using DNA verified drug tests. NHJB is contracted with Peak Outcome Partners for drug testing services.

5. Is dual licensure in NH and VT mandatory for all clinical and medical staff or only the lead medical provider? (Page 7: Minimum qualifications for Vendors)

Response: NHJB does not have qualifications for provider licensure beyond what is typically required by NH and VT insurances to provide and bill for services.

6. Will telehealth services be acceptable for any medical oversight duties? (Page 6: Oversight

Responsibility)
