About this file

This document is an Addendum 1 to Request for Proposals (RFP) NHJB-2025-03 issued by the New Hampshire Judicial Branch Administrative Office of the Courts for a Family Treatment Court Public Education and Awareness Campaign. The RFP seeks a contractor to develop a digital marketing campaign focusing on creating awareness about Family Treatment Courts, with the project timeline spanning from May 1, 2025, to September 30, 2025. The proposal is due by May 8, 2025, at 11:59 PM, and involves repurposing existing video content into shorter clips for social media, digital advertising, and a microsite to educate the public about Family Treatment Court.

The addendum provides clarifications through a Q&A format, revealing that there is no incumbent vendor, no previous campaign, and no predetermined budget. The state is open to promotional ideas and expects most creative content to be derived from previously produced video, with potential for limited new creative development. Vendors are advised that the focus will be on paid messaging placement, and they are invited to propose whether community management should be part of the scope of work. The review team will evaluate proposals electronically in color, and a QR code is acceptable for multimedia content submission. Vendors are expected to provide a client list limited to the past couple of years and submit their best and final offer as part of the proposal.

Is there an incumbent? And if so, are they allowed to bid on this work?

There is no incumbent

4.

What total budget was spent on the last campaign? Or if it's easier, can you point me to the link with the public record?

There was no previous campaign

5.

What worked for you last time on the campaign?

There was no previous campaign

6.

Do you want any brand-new assets developed, totally fresh, brand new creative, not repurposed?

It is possible that some limited creative may be needed in terms of ways to package previously captured and produced video in shorter clips for a public awareness and educational campaign for social media and paid digital advertising that can also drive people to a microsite for more information about Family Treatment Court.

7.

Are you open to other promotional ideas for this campaign?

Yes

EDUCATION AND AWARENESS

CAMPAIGN

8.

Pg 10, Section IV. C. a & b.

Submissions are electronic, but it sounds like they will be printed for the review committee.

Will they be printed in color or black & white? Is there a way to share multimedia files like video samples since this is a digital project? If files are being printed, links won’t work. Is a QR code okay?

8a. The review team will review the applicants in color. Electronically in a private SharePoint

8b – QR code is fine

9.

Pg 17/Appendix C, section B Vendor qualifications and experience, c.

“A complete and unedited list of customers that vendor has completed case management services for, including the contact information for all listed customers. Provide the details of each project and its success progress.”

Does case management services mean any client work? And complete and unedited list for all time? Or is it in the past year or two?

We’ve been around more than 20 years and worked with lots of clients, do you really want a full list?

Yes, we are referring to a client list. We are fine with limiting the scope of the list to the last couple of years.

10.

Page 5- section D: contract term will begin

September 31 (30?), 2025, but Section 1, A.

Introduction says the project will commence on or after May 1, 2015 until Sept 30, 2025.

Can you confirm the dates the actual work will take place please?

The project will commence on or after May

1, 2025, and conclude on September 30, 2025.

11.

Page 6, Section II. A. We understand creative will be based on previously created content.

Will any completely new creative be expected? Or will it all be edits to existing?

Will community management- like replying to comments etc be part of the Scope of work?

The expectation is that most of the creative is contained in a previously produced video, but there is some possibility that limited new creative will be required. We leave it to the vendor to propose whether community management or social media engagement should be part of the scope of work. With a limited budget, our intent was to focus most of the investment in the placement of paid messaging.
