About this file
This document is Addendum #1 to Request for Proposal (RFP) #NHDOC 2025-19 issued by the New Hampshire Department of Corrections for On-Site Clinical Laboratory and Phlebotomy Services. The addendum, dated May 22, 2025, provides clarifications and answers to potential vendor questions regarding the upcoming RFP opening on May 27, 2025, at 2:00 PM. The document addresses inquiries about after-hours and holiday collections, phlebotomist scheduling across seven sites, and technical details about the department's electronic health record (EHR) system.
The addendum reveals that the New Hampshire Department of Corrections uses TechCare by Naphcare for their EHR and confirms HL7 integration capabilities. While the department does not specify a strict limit on the number of phlebotomists, they expect comprehensive coverage across all sites as detailed in the original RFP. The contract specialist, Barbara A. Mitera, can be contacted at DOC.bids_contracts@doc.nh.gov or Barbara.A.Mitera@doc.nh.gov for further information. ADDENDUM #1 TO PROPOSAL INVITATION #NHDOC 2025-19
DATE OF RFP OPENING: 5/27/2025
Date of Addendum: May 22, 2025
TIME OF RFP OPENING: 2:00 PM
FOR: ON-SITE CLINICAL LABORATORY AND PHLEBOTOMY SERVICES
Post Answers to Questions:
Question 1: What’s the estimated number of hours for after-hours and holiday collections?
Answer 1: Estimating a number of hours and holiday collection is nearly impossible. This is all driven by patient need. We plan as best as we can to stay within the schedule.
However, we want to have the ability to call outside of the schedule if needed.
Question 2: Is the 1 day per week availability, controlled or flexible across sites?
Answer 2: We do not understand this question.
Question 3: What is the ideal schedule and number of contracted phlebotomists across the 7 sites:
• 22 hours at one site
• 5.5 hours across other sites, once per day
• 2.5 hours to be added across all sites
Answer 3: We do not have a limit of phlebotomist requested to work at our facilities. However, one phlebotomist can accomplish the schedule. We do however, expect coverage at all times as detailed in this RFP.
Question 4: Is the EHR built from a commercial platform such as Epic, eCQ, etc.?
Answer 4: NHDOC utilizes TechCare by Naphcare for our EHR.
Question 5: Is it able to have HL7 integration?
Answer 5: Yes.
