About this file
This addendum to Request for Bid (RFB) DMAVS 2026-07 issued by the State of New Hampshire Department of Military Affairs and Veterans Services addresses vendor inquiries regarding overhead crane inspection and preventative maintenance services across National Guard facilities. The project encompasses inspections of 13 overhead cranes (1 to 15 tons capacity) located at facilities in Concord, Littleton, Hooksett, and Rochester, with all work required to comply with OSHA 1910.179 standards and Original Equipment Manufacturer recommendations. The bid closing date is May 17, 2026, at 12:00 PM EST, with the final question submission deadline of April 29, 2026, at 3:00 PM EST. An optional bidders' conference and site visit were held on April 22, 2026, in Concord, with site visits available to allow vendors to assess crane heights and specifications. The contract term is three years from Governor and Council approval, with two optional one-year extensions at the State's sole discretion.
Key clarifications from the addendum establish that contractors must provide all materials, labor, equipment, and supplies required for inspections, including scissor lifts or articulating booms for accessing equipment—these will not be provided by DMAVS. Vendors must submit bids based on the best information currently available, as detailed maintenance and inspection records containing potentially sensitive information will not be released. Scheduling requirements and timeframes for inspections are defined in the Request for Bid documents and must be reflected in vendor proposals. The contract includes a $35,000 allowance for unforeseen conditions, with pricing firm for the entire contract period quoted in US dollars on an F.O.B. Destination basis. Payment is made monthly based on certified estimates with five percent retainage held until final completion, and contractors must provide comprehensive general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, along with a contract bond equal to 100 percent of the contract amount.

Questions from vendors during the inquiry period
1. Q: Will a scissor lift or articulating boom lift be provided for the crane inspections?
2. A: “All material, labor and equipment to be provided by the contractor”. DMAVS will not be providing a scissor lift or articulating boom.
1. Q: Or will I need to factor renting the lifts into the quote?
2. A: DMAVS will not be providing a scissor lift or articulating boom. It is the responsibility of the contractor to provide required equipment.
1. Q: Also, is there a way to find out the height of each crane by location?
2. A: A site visit around near or around the Concord area can be set up so that the height of the cranes can be determined.
1. Q: Can maintenance records or previous inspection reports on these cranes be provided now? The crane details listed in the bid are not accurate and therefore we cannot create an accurate quote.
2. A: Additional records will not be provided at this time. As there is potentially sensitive information within these records that is not fit for public notice.
1. Q: If maintenance records/ inspection records are not available, can more details about the cranes be provided? Information such as height of crane, type of crane (bridge, jib, gantry, monorail), crane control (wired vs remote).
2. A: Bids shall be made based on the contractor’s best ability based on information currently provided.
1. Q. Can these crane inspections be scheduled so that all inspections can be performed over 1-2 consecutive weeks?
2. A. All requirements related to scheduling and timeframes for inspections are defined within the Request for Bid and should be reflected accordingly in your proposal.
