About this file
This is Addendum No. 1 to a Request for Proposal (RFP 26-RFP-004-TD) issued by the Florida Department of Commerce on December 11, 2025, providing clarifications through a Questions and Answers format for the Marketing and Outreach Services solicitation. The RFP seeks proposals from nonprofit organizations or government-supported partnerships to develop and execute grassroots marketing and outreach services for the State Small Business Credit Initiative (SSBCI) programs across all 67 Florida counties. The proposal response opening date is December 17, 2025, at 3:00 PM, with the original proposal due date of January 6, 2026. The anticipated contract period spans two years from January 2026, with potential for three additional one-year renewal options contingent on satisfactory performance. Key deliverables include development of a new Comprehensive Outreach Plan within 45 calendar days of contract execution, bi-weekly reports, and quarterly impact assessments. Outreach activities may include community events, chamber of commerce activities, social media marketing, banker's associations, and small business expos, and must achieve statewide coverage through direct activities or partnerships.
The anticipated total budget range for this procurement is $500,000 to $1,000,000. Only nonprofit organizations or government-supported partnerships are eligible as prime contractors; for-profit consulting agencies may participate solely as subcontractors with a maximum of less than 49 percent of total work. Partnerships may be contingent upon award and do not require formalization at proposal submission. No incumbent contractor exists for these services, as this represents a new contracting initiative. Contractors must develop their own Marketing and Outreach Dashboard solution and propose their own media buy allocations. Outreach materials must be translated into Spanish and Haitian-Creole at minimum. All proposals must cover the entire state and include costs for travel, marketing materials, advertising, and site fees. Respondents must list all subcontractors, which will require pre-approval by Commerce, and may reference past performance on outreach or marketing services for different commodities or non-small business efforts as eligible references.
