About this file

This Addendum No. 1 is a Questions and Answers document issued by the Florida Department of Commerce clarifying the requirements for RFP 26-RFP-004-TD, a competitive solicitation for Marketing and Outreach Services related to the State Small Business Credit Initiative (SSBCI). The solicitation is limited to nonprofit organizations or government-supported partnerships (defined as entities historically funded through partnerships with universities, chambers of commerce, and other economic organizations, supported by a Memorandum of Understanding). Respondents must provide statewide coverage across all 67 Florida counties, either directly or through established partnerships, and may subcontract marketing and outreach work to for-profit entities provided such subcontractors do not exceed 49 percent of total work. Outreach activities may include tabling at small business expos, Chamber of Commerce events, bankers' associations, approved social media marketing, and other available venues. Proposals must include costs for travel, marketing materials, advertising, and site fees and should cover the full 24-month contract term. The response deadline is December 17, 2025, at 3:00 PM EST, with the contract period spanning two years from January 2026 and potential for three additional one-year renewals based on satisfactory performance.

The anticipated total budget range for this procurement is $500,000 to $1,000,000. Commerce will evaluate cost proposals based on the proposed methodology rather than a fixed budget ceiling and does not plan to separately procure additional services such as media purchases or website development. No previous contract for these services exists, and incumbents are not a consideration. Respondents must develop a new Comprehensive Outreach Plan within 45 calendar days of contract execution and deliver bi-weekly reports and quarterly impact assessments. Translation of outreach materials is required in English, Spanish, and Haitian-Creole at minimum. Contractors shall propose their own dashboard solution for tracking events attended, businesses assisted, and engagement metrics. General liability insurance of at least $100,000 per occurrence and $500,000 aggregate, plus Workers' Compensation Insurance compliant with Florida law, are mandatory. Financial consequences for non-performance include daily reductions of $500 for late deliverables. Past performance references may include outreach or marketing services for commodities or efforts unrelated to small business, and respondents must submit hard copies and USB drives with electronic signatures, with redacted versions required only if confidential information is included.
