About this file

This is Addendum No. 3 to Request for Proposal 26-RFP-004-TD issued by the Florida Department of Commerce for Marketing and Outreach Services related to the State Small Business Credit Initiative (SSBCI). The addendum revises the Calendar of Events for the solicitation, which was originally issued on November 19, 2025. Key dates include a technical questions deadline of December 1, 2025 at 2:30 PM EST, anticipated posting of questions and answers by December 8, 2025, proposal submission deadline of December 17, 2025 at 2:30 PM EST at 107 East Madison Street, Caldwell Building, Tallahassee, Florida 32399, and proposal opening at 3:00 PM EST on the same day. Anticipated technical proposal evaluation is scheduled for December 19, 2025, with the Notice of Intent to Award anticipated for January 20, 2026 (revised from January 27, 2026 in a prior addendum), and anticipated contract execution in January 2026 (revised from February 2026). The solicitation seeks qualified nonprofit organizations or government-supported partnerships with statewide operational capacity to develop and execute grassroots marketing campaigns to increase awareness and participation in SSBCI programs, particularly targeting underserved and rural communities across Florida.

The procurement operates on a fixed-price basis with proposals evaluated on a 250-point scale consisting of 180 points for technical response, 20 points for past performance references, and 50 points for cost considerations. Eligible respondents must be nonprofit entities or government-supported partnerships demonstrating statewide reach and proven experience in marketing campaigns targeting small businesses, with established partnerships in place with Economic Development Corporations, financial institutions, incubators, tech hubs, and educational institutions. Contractors must maintain general liability insurance of at least $100,000 per occurrence and $500,000 aggregate, plus Workers' Compensation Insurance compliant with Florida law. The anticipated contract period spans two years from January 2026 with potential for three additional one-year renewals contingent on satisfactory performance. Financial consequences for non-performance include daily reductions of $500 for late deliverables, and the state anticipates awarding contracts to up to four highest-ranked respondents.
