About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the School Board of Volusia County, Florida, for Land Surveying Continuing Services (FAC - RFQ No. 2026-003). The addendum addresses clarifications submitted by prospective vendors regarding the original RFQ requirements. Qualifications submittal responses are due December 17, 2025, at 3:00 PM EST. The District intends to select multiple firms to provide land surveying services on an as-needed basis throughout the district, with typical service types including boundary and topographic surveys. A pre-submittal meeting was held on November 6, 2025, and RFQ questions were accepted through November 13, 2025. The anticipated contract term is two years with the possibility of three additional one-year renewals contingent upon mutual agreement and satisfactory performance. The School Board Consultant Certification Application deadline is December 15, 2025, with anticipated board certification approval on January 13, 2026.

Current incumbent vendors include CPH Consulting, LLC; Daniel W. Cory, Surveyor, LLC; ECHO UES, Inc.; Kuhar Surveying & Mapping, LLC; L&S Diversified, LLC; Sliger & Associates, Inc.; Southeastern Surveying and Mapping Corp.; and T2 UES, Inc. A current Certificate of Qualification from the School Board of Volusia County, Florida, is a minimum qualification requirement for both prime contractors and subcontractors. Compensation will be negotiated on a fixed hourly rate basis by job category, with proposed hourly rates to be determined after firm selection rather than included in the submittal. Work will be distributed equitably among selected firms based on their locations, workloads, and turnaround times. The anticipated volume of projects cannot be determined as the Five-Year Work Program for fiscal year 2026/2027 has not yet been developed. Firms may reference K-12 educational-related surveying contracts in their experience and past performance sections, though previous Volusia County Schools projects cannot be cited as references.

RFQ TITLE: Land Surveying

Continuing Services FAC – RFQ No. 2026-003

SUBMITTAL DUE DATE AND TIME: December 17, 2025, at 3:00 PM EST

The original Request for Qualifications (RFQ) documents shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents. The original RFQ submittal deadline shall remain the same date and time as stated above. This addendum is being issued to address questions applicable to the RFQ.

Question By Question Date Asked Answer 1 ECLS Global Inc. 1. Please advise who the incumbents are (i.e.

current contractors who are doing this work for your agency).

2. It was heard during the November 6 presubmittal meeting that only subcontractors need to be “certified”. Text from the RFP is below. Please clarify whether prime contractors for this work need to be “certified”.

C. Minimum Qualifications 1. A current Certificate of Qualification is required to meet the minimum qualifications necessary to be considered for Land Surveying Continuing Services pursuant to this RFQ. The final anticipated Board Meeting to certify as a qualified consultant is January 13, 2026. The Application for Certification as a Consultant anticipated deadline is December 15, 2025.

Contact Planning & Business Services at (386) 947-8786, or via email at PlanningServices@groups.volusia.k12.fl.us for consultant qualification requirement.

3. If we are required to be “certified”, and given that the Certificate of Qualification application deadline is December 15, 2025, but RFQ submittals are due December 17, 2025, can you clarify the exact documentation and approval process required? If a firm is in the process of obtaining certification, what specific evidence should be included to demonstrate compliance?

4. The RFQ states that you intend to select multiple firms for land surveying services. Can you provide guidance on how work will be distributed among selected firms? Will projects be assigned on a rotating basis, by specialty, geographic area, or through a mini-bid process among qualified firms?

1. CPH Consulting, LLC; Daniel W. Cory, Surveyor, LLC; ECHO UES, Inc.; Kuhar Surveying & Mapping, LLC; L&S Diversified, LLC; Sliger & Associates, Inc.; Southeastern Surveying and Mapping Corp.; T2 UES, Inc.

2. This RFQ is for Consultant Services. Follow the information for your Firm’s Consultant Qualification in the RFQ.

3. See the RFQ, Page 10, Tab 2, paragraph 2.

4.Work will be distributed as equitably as possible utilizing firms’ locations, workloads and turnaround times.

5. At this time the anticipated volume of projects cannot be determined as the Five- Year Work Program has not been developed for fiscal year 2026/2027. The typical service types are boundary and topographic surveys.

6. Note: Article 6.1.2 is part of FAC Document 621D, Agreement, attached to the RFQ. (a) Do not provide proposed hourly rates in the submittal. (b) No.

7. Note: Article 6.1.2 and Article 2.1.4 are part of the Agreement, attached to the RFQ. Do not address in the submittal.

mailto:PlanningServices@groups.volusia.k12.fl.us

5. So that we can fully assess our capacity to the work you need done, can you provide information about the anticipated volume and types of surveying projects? For example, average number of projects per year, typical project sizes, common service types (boundary surveys, topographic surveys, ALTA surveys, etc.), and estimated annual contract value?

6. Article 6.1.2 lists fixed hourly rate categories but indicates "Rates shall be agreed to by the Owner and Surveyor at the time the work is requested." (a) Should firms provide proposed hourly rates in their submittal, or will rates be negotiated after selection? Additionally, given the potential 5-year contract term (2 years initial + 3 one-year renewals), (b) will there be provisions for annual rate adjustments based on inflation or market conditions?

7. The rate schedule includes a separate line item for "GPS Crew." Can you clarify the District`s expectations regarding surveying technology and equipment? Are there specific accuracy standards, software compatibility requirements (AutoCAD version), or data delivery formats beyond those mentioned in Article 2.1.4 that firms should address in their submittals?

2 Southeastern Surveying and Mapping Corp.

Can you provide the awarded proposals of current incumbents for this contract?
