About this file

This is a Consultant Selection Results document from the School Board of Volusia County, Florida, reflecting the shortlist meeting held on January 23, 2026, for Land Surveying Continuing Services under RFQ No. 2026-003. The procurement sought to select multiple firms to provide land surveying services on an as-needed basis throughout the district, including certified drawings of property boundaries, legal descriptions, property improvements, and elevations in printed and digital formats. The solicitation schedule included a pre-submittal meeting on November 6, 2025, an RFQ question deadline of November 13, 2025, a Consultant Certification Application deadline of December 15, 2025, and submittals due by December 17, 2025 at 3:00 PM EST. The anticipated contract term is two years with the possibility of up to three additional one-year renewals contingent upon mutual agreement and satisfactory performance. The shortlist committee evaluation utilized a weighted scoring system comprised of experience (35%), past performance (25%), project approach (20%), current workload (15%), and location (5%).

The selection results ranked ten firms, with CPH Consulting, LLC achieving the highest score of 83.50, followed by Sliger & Associates Inc. at 82.33, and T2 UES, Inc. at 80.50. Compensation will be negotiated on a fixed hourly rate basis by job category, including rates for registered surveyors, surveying crews, GPS crews, CADD technicians, and clerical staff. Firms were required to maintain professional liability insurance of $1,000,000 and be properly registered to practice in Florida, with preference given to those with previous land surveying experience on occupied school campuses. Current incumbent vendors included CPH Consulting, LLC; Daniel W. Cory Surveyor, LLC; ECHO UES, Inc.; Kuhar Surveying & Mapping, LLC; L&S Diversified, LLC; Sliger & Associates, Inc.; Southeastern Surveying and Mapping Corp.; and T2 UES, Inc. Work distribution among selected firms was intended to be equitable based on location, workloads, and turnaround times. The solicitation did not specify set-aside designations, and the exact contract volume could not be determined as the Five-Year Work Program for fiscal year 2026/2027 had not yet been developed at the time of the RFQ issuance.
