About this file
This is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), Design & Construction Division for the Kavco Landfill project located at 1001 W. Day Road in Plainwell, Michigan. The addendum, dated 7/11/2025, modifies the original bid documents by moving the bid due date from July 16, 2025, to July 23, 2025, at 2:00 pm EST. A second pre-bid site inspection will be held on July 17, 2025, at 10:00 am EST, exclusively for contractors who attended the initial July 7, 2025, site inspection. The project involves fencing work, tree clearing, and site preparation, with specific guidelines provided for wood chipping, tree removal, fence installation, and site restoration.
The addendum addresses 18 questions from potential bidders, covering details such as wood disposal, fence post installation methods, concrete mixing, site grading, property boundaries, and potential environmental considerations like Indiana Bat habitat. The document indicates that a site survey will be completed to verify property boundaries, and contractors may be required to obtain a Soil Erosion Control (SEC) permit from Barry County. Builder's risk insurance is required, and no seeding is currently specified. The project aims to establish a continuous perimeter fence around the landfill property, with modifications being considered to reduce slope work and tree removal.

Attachment – Sign in sheet from pre-bid meeting
Bid Due Date is moved from July 16, 2025, to July 23, 2025 at 2:00 pm EST
A second prebid site inspection will be held at the site on July 17, 2025, at 10:00 am EST. The second site inspection is offered only to contractors who were present on July 7, 2025, prebid site inspection.
Contractors not present on July 7, 2025, prebid site inspection are not eligible to bid.
Questions:
1. When we are chipping wood can it be scattered to the inside of the property outside the clearing area?
Yes, chipped materials may be scattered inside the property line of the landfill property, outside of the clearing area. Chipped material must be spread thin to blend with the existing surface grade and not stockpiled. Chipped materials may not be applied to any stormwater conveyance structures or applied to any wet or seasonally wet areas.
2. Wood that cannot be chipped, can it be piled on the outside of the 16’ work area or does it need to be hauled off site for disposal? If we need to haul it off site is it contaminated or need to have special disposal instructions?
Wood that cannot be chipped (logs) may be stockpiled in an orderly and safe manner in designated areas to the satisfaction of and direction of the PSC. Multiple areas along fence lines will be marked by the PSC for the contractor to stage log piles. Wood material left at the site may not be placed at the location of any stormwater conveyance structures or placed at wet, or seasonally wet areas
3. On the east side of the property the southern half has a second fence 2-4’ to the east in the work area, is that being disposed of also or do we need to work around it?
If this existing fencing is on the site property, it should be removed with all other existing site fencing. The goal of the perimeter fencing portion of this project is to have one, continuous fencing structure in place around the perimeter of the site. EGLE and the PSC may further assess the at 2:00 pm http://www.michigan.gov/SIGMAVSS ownership of the secondary fencing and direct actions of the contractor based on the findings of the assessment.
4. Do we need to limit out [sic] tree clearing operations to the 16’ work area or can whole trees be felled inside and outside the work area? If that creates damage like broken limbs on surrounding trees do they need to be trimmed off?
Yes, cut trees and grubbing should be limited to the 16’ work area. Damaged limbs on uncut trees caused by felling of trees must be repaired by trimming.
5. Can we drive line posts in lieu of setting them in concrete?
All corner posts and gate posts are to be concreted. In runs that do not contain a corner post or gate post, posts shall be concreted one every eight posts or one every 80’ of fenceline, whichever is less lineal feet in distance. Unconcreted posts may be installed by driving posts to a depth of 4’ below ground surface.
6. Will hand mixing of concrete be allowed?
Yes, hand mixing of concrete outside of the borehole is acceptable.
7. Will any seeding be required?
No.
8. Please clarify the clearing restrictions related with the Indiana Bats?
The PSC will complete an investigation to determine the probability of presence absence of Indiana Bat animals. If the results of the investigation indicate that the contractor scope of work will be affected due to the issue, an addendum will be released to address the scope change.
9. Can a survey be provided to verify property boundaries?
Yes, a site survey will be completed to verify property boundaries. The results of the survey will be provided to the selected contractor prior to initiation of work.
10. Is builder’s risk insurance a requirement for this project?
Yes, please see the Bid Summary page of the specifications.
11. There was mention at the walkthrough that contractors are allowed to chip trees and leave material on-site. Would it be acceptable to leave trees/logs larger than 20” in diameter in designated locations within the landfill property boundary?
Yes, please see response to Question #2.
12. Will there be an opportunity to visit the site again before bids are due?
Yes. A second site visit will be scheduled once a revised scope is issued. The revised scope entails moving portions of the proposed fence line into the site property to reduce the amount work to be conducted on sloped areas and to reduce the amount of tree removal required to clear a 16’ work area centered on the proposed fenceline. An addendum will be issued to allow for a second site visit to allow contractors to walk the modified proposed fenceline.
13. Can the new fence be installed on the existing grade?
Yes.
14. Can you please share the mandatory pre bid attendance list?
Yes, the pre-bid attendance list is provided as an attachment to this addendum.
15. There are no line items for restoration that will likely be required by the terms of a soil erosion permit. Typically, these items include silt fence, temp seeding, seeding, and mulching at a minimum. Can you spec this out and add corresponding line items? Or, shall we bake that burden into the existing items?
The specifications request that the contractor inquire with Barry County to determine if a SEC permit will be required for the scope of work. Please include a separate line item for obtaining a SEC permit, if required, including all corresponding time and materials to implement the terms of a SEC permit.
16. Will you survey the existing boundary, particularly on the E perimeter? And, if you are setting the new fence directly on the property line it will require the removal of “shared trees.” An offset of 10-15’ may be helpful so as to not to encroach removals of very mature trees along the property line. Please advise.
Please see response to Question #9. Please see response to Question #12.
17. Some of the slopes, particularly on the E side, may be severe enough to require station grading to balance for equipment traverse and access. This work would also then require more restoration. Is as needed station grading an option?
Please see response to Question #12. The modified proposed fenceline location will be selected in an effort to reduce or eliminate the need for grading.
18. Can logs that are too large for chipping and stumps be neatly stacked in stations on site, or do you need them hauled off site? Most stumps can be flush cut or ground, yet some in fencepost install locations will need to be grubbed.
Please see response to Question #2.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
