About this file
This is Addendum 1 to an Invitation to Bids (ITB-PRC-FY26-0622) issued by the County of Santa Clara, California for the procurement of ballistic armor plates for the County Sheriff's Office. The addendum clarifies that the County does not require soft armor as part of this procurement; bidders need only supply NIJ 0101.06 Certified Level III, In-Conjunction Rifle Resistant Plates without corresponding soft armor components. The original solicitation remains unchanged except for this clarification. The non-mandatory pre-bid conference is scheduled for February 6, 2026, at 10:00 AM PST via teleconference, with a deadline for written questions on February 9, 2026, at 3:00 PM Pacific Time. Bids are due by February 18, 2026, at 3:00 PM Pacific Time and must be submitted electronically through the County's BidSync e-sourcing platform. The procurement covers 800 units of certified ballistic hard armor plates on an all-or-none basis with FOB destination freight included, and no alternative or substitute products are accepted.
All bids must be firm offers valid for 90 days from the submission deadline and must include unit pricing and total costs without sales taxes or government-imposed fees, which the County will calculate at award. Bidders must complete the ITB Bidder's Representation and Declaration Submittal Form and comply with mandatory declarations including non-collusion affidavits, equal opportunity commitments, wage theft prevention requirements, and the Levine Act disclosure provision for contributions exceeding $500 to County Board of Supervisors members within the prior 12 months. The County of Santa Clara offers a local business preference to vendors with meaningful production capability within Santa Clara County. All terms and conditions of the Standard Terms and Conditions for One-Time Purchase Orders apply without exception, establishing FOB destination delivery with contractor assuming all risks of loss, inspection and acceptance rights within 60 days of delivery, and County termination rights for convenience or cause with 30 days' notice.
