About this file

Addendum 1 for the Highway 9 Sidewalk Improvements project was issued by the Town of Frisco on April 16, 2024, providing clarifications and responses to contractor questions about the project. The document addresses various technical and procedural aspects of the sidewalk improvement project, including lane closure policies, excavation requirements, material disposal, and federal regulation compliance. Key clarifications include allowing turn lane closures in accordance with CDOT guidelines, reducing over-excavation requirements from 3' to 1', specifying that the town will not accept concrete or asphalt (which must be hauled to a disposal site), and confirming that federal regulations like Certified Payrolls and Buy America requirements are mandatory.

The addendum provides additional details about project specifications, such as allowing multiple retaining wall suppliers including Redi-Rock, Big Block, Stone Strong, and Recon Wall Systems, and specifying that only a small portion (5 square yards) of an existing gravel footpath will be removed to accommodate the new sidewalk. Contractors can request CAD files by emailing the Public Works Director, and while federal regulations like Davis Bacon Wages are required, Disadvantaged Business Enterprise (DBE) and On-the-Job Training (OJT) are not part of the project requirements. The document indicates that pedestrian flaggers are not mandatory, but pedestrian signage and detours must be installed by the contractor.

Addendum 1

April 16, 2024

Town of Frisco Highway 9 Sidewalk Improvements Responses by: Christopher McGinnis, Public Works Director/Town Engineer

Questions, comments and clarification requests for plan holders:

Question 1. Are lane closures allowed on the project?

Response: Turn lanes may be closed throughout the project. Through lane closures are allowed in accordance with the CDOT region lane closure strategy guide and the specifications. Lane closures outside of these hours will require approval from CDOT.

Question 2. Are pedestrian flaggers required?

Response: Pedestrian flaggers are not required on the project. Pedestrian signage and detours are required to be installed by contractor.

Question 3. What are the shoring requirements?

Response: Any shoring costs shall be included in the retaining wall bid item (504-03500). If the temporary slopes exceed the maximum allowed, then shoring will be required and all costs shall be included in the bid item. The upper pedestrian path may be closed, remove, and replaced if required for temporary slopes, in order to minimize shoring.

Question 4. Is 3’ over excavation under the wall required?

Response: The 3’ over excavation requirement is being removed and changed to 1’ over excavation, in accordance with the geotechnical report. See Addendum 2.

Question 5. Will the Town accept asphalt and concrete?

Response: The Town will not accept concrete or asphalt. The Contractor is responsible for hauling all concrete and asphalt to a suitable disposal site.

Question 6. Will the Town accept organics?

Response: The Town will accept topsoil free of stumps, trees, and woody debris.

Question 7. Are Certified Payrolls and Buy America required?

Response: Certified Payrolls, Davis Bacon Wages, Buy America, and all other federal regulations are required on the project. However, DBE and OJT are not required on the project.

Question 8. Are other suppliers allowed other than Redirock?

Response: Redi-Rock, Big Block, Stone Strong, Recon Wall Systems, or other approved equivalent manufacturer will be allowed.

Question 9. Can the CAD files be provided?

Response: Email a request for the CAD files to chrism@townoffrisco.com and the files will be provided.

Question 10. Sheet 8 states to remove gravel footpath. Is this required?

Response: Only the northern portion of the gravel footpath (5 SY) is specified for removal to accommodate the new sidewalk. The existing gravel footpath shall still connect to the new sidewalk.
