About this file
Addendum No. 1 for the City of Lafayette's Starkey Building Renovations 2024 project (RFP-24-08-ACRD) modifies the original Request for Proposal (RFP) for a Design/Build Guaranteed Maximum Price (GMP) contract. The addendum clarifies that the City will select a Design/Build Entity to design, manage, and construct the project, shifting from a lump sum to a GMP delivery method. Oral interviews for short-listed teams are scheduled for August 6 or August 13, 2024, with the primary focus on evaluating the Design Builder's approach to completing the project. The renovation involves modernizing a 1,200 square foot former residential structure into a community hub.
The project has a $750,000 basis for design cost and fees, with the construction budget to be determined through the GMP process. Key project requirements include IT infrastructure (internet, Wi-Fi, and video display capabilities), security (one exterior and one interior camera), and comprehensive exterior updates that maintain the building's historic character. The Design-Builder will be responsible for all permits, code compliance, and obtaining approval from the Historic Preservation Board. The project will require performance and payment bonds, and the City will provide a construction staging area in the parking area behind the building. Additional project complexities include potential asbestos-containing materials (ACM) and the need to verify existing building conditions, as no as-built drawings are available.

Starkey Building Renovations
CONTENTS Written Direction and Response to Questions
This Addendum forms a part of the Request for Proposal, clarifies and/or modifies the original Documents for the above referenced project and subsequent Addenda, and shall take precedence over the original Contract Document drawings, specifications, schedules and other documents. All bidders need to acknowledge this addendum on their cost proposal.
Changes to Drawings:
1. None.
Changes to Specifications:
1. The City of Lafayette intends to select a Design/Build Entity who will design, manage and construct the project. Clarification is provided that the City of Lafayette will follow a Guaranteed Maximum Price (GMP) delivery method in lieu of a Lum sum delivery method as identified in the original RFP document. Revised cost proposal form is attached.
Changes to Schedule:
1. Oral interviews shall be conducted for the short-listed teams only. Interview times and location, estimated on August 6, 2024, or August 13, 2024 will be arranged by the City of Lafayette and all short-listed teams will be notified in advance. (Note that the primary focus of the Oral Interview evaluation will be the Design Builder’s approach to completing the project.)
Clarifications/Response to Questions:
1. What are the IT design requirements for the project?
Response: The building requires internet and WI-FI service. There should also be some design to accommodate some sort of video display device within the space. The design builder needs to work with the City’s IT Department in coordinating these services to the building.
2. What are the security requirements for the project?
Response: One exterior and one interior camera will be part of the project.
3. What is the budget for the construction?
Response: The $750k is the basis for design cost and fees. Working with the
Design Builder through the GMP process the construction budget will be a part of the Total Development Budget.
4. Does the Design-Builder need to identify the design/engineering firm at the qualification phase of the RFP?
Addendum No. One July 18, 2024
Response: Yes, as a Design-Build project the General Contractor must include the qualifications for the professional team.
5. When will we be notified if we will be interviewed?
Response: On or about August 2, 2024
6. Will this be a bonded Project?
Response: Yes, a performance bond and a payment bond will be required.
7. Who is responsible for Permits?
Response: General Contractor is responsible for all code compliance, including pulling required permits. Permit fees will be waived for projects on City facilities.
8. Will construction staging area be provided?
Response: Yes, the parking area behind the building will be allowed for construction staging.
9. Who is responsible for removing the contents that are currently within the existing building?
Response: The City will address this.
10. Can you explain the exterior improvements for the project?
Response: The complete exterior of the building will be updated and modernized keeping with the historic nature of the building. New energy efficient windows and doors are part of the renovation. The building is not on the historic registry, but all exterior improvements will need to be submitted to the Historic
Preservation Board for approval. The design builder needs to include this approval process in their cost proposal.
11. Does the building contain ACM?
Response: Sampling is in process and reports will be made available when this is completed. If ACM is discovered the City will work with the Design Builder to address.
12. At what point in the design process is the GMP due, 25%, 50%?
Response: GMP is based off 100% Design Development Drawings but can be adjusted with the selected Design-Builder.
13. Are as-built drawings available for the building?
Response: No. Design-Builder will need to verify all existing conditions.
14. At the Pre-submittal conference there was mention to the condition of the existing electrical/mechanical systems in the building. Can you explain which systems need to be replaced?
Addendum No. One July 18, 2024
Response: The Design-Builder is responsible to evaluate all existing building systems and make recommendations for replacement or reuse as required for the project. Systems include but are not limited to structural, roofing, mechanical, electrical, plumbing, sanitary sewer, storm water.
15. Is it possible to receive a copy of the attendee list for the pre-proposal meeting?
Response: Yes, attendee list is attached to this addendum.
16. All submittals need to provide a cover letter outlining the team qualifications. This is also a good place to acknowledge addendums, but they must be acknowledged on the Cost Proposal.
17. All submittals need to submit a letter from your surety that you are bondable per the requirements in the RFP.

END OF ADDENDUM ONE
REQUEST FOR PROPOSALS
FOR AN
INTEGRATED PROJECT DELIVERY METHOD
UTILIZING
DESIGN/BUILD GUARANTEED MAXIMUM PRICE (GMP) SERVICES
For The
RFP-24-08-ACRD Starkey Building Renovations 2024
A. DESIGN BUILD – GUARANTEED MAXIMUM PRICE
The City of Lafayette intends to select a Design/Build Entity who will design, manage and construct the project. Clarification is provided that the City of Lafayette desires to follow a Guaranteed Maximum Price (GMP) delivery method in lieu of a Lump sum delivery method as identified in the original RFP document.
Cost Proposals shall be submitted on the form provided below, without modification. A Cost Proposal shall be accompanied with sufficient detail to clearly identify the cost for design and management services, construction, and general conditions. Percentage of the cost of work is not an acceptable value. The Cost Proposal should be prepared independently in accordance with the following:
a. Any specific services requested in the RFP and its appendices that are not included should be clearly identified. Exclusion of any required service may result in the proposal being found non-responsive.
b. Provide a D/B staff schedule with staff by name, position and man-hours (assume 8 hour days) per month estimated on the project.
c. The City reserves the right to reject any Cost Proposal not prepared in the above manner.
Proposals that exceed the available funds may be rejected outright but the City reserves the right to negotiate a reasonable cost for service within the available funds. The D/B contract will be a bonded lump sum contract to encompass all design, management and construction work; some allowances may be included.
d. This Cost Proposal is a binding offer to perform the services associated with the Scope of Work described in this RFP. The City, however, reserves the right to negotiate a cost adjustment based on scope clarification subsequent to selection and prior to contract execution.
B. ORAL INTERVIEW
1. Oral interviews may be conducted at the City’s discretion for the short-listed teams only.
Interview times and location, estimated on August 6, 2024 and/or August 13, 2024, will be arranged by the City of Lafayette and all short-listed teams will be notified in advance.
(Note that the primary focus of the Oral Interview evaluation will be the Design Builder’s approach to completing the project.)
COST PROPOSAL FORM
A. This RFP document, its appendices, and any written addenda issued prior to the submittal of cost proposals, the sample contract, and written clarifications prior to the interview shall serve as the only basis for cost proposals.
B. The respondent, by submitting this proposal, does hereby accept that minor changes by the City to the exhibited contract and its exhibits, which do not adversely affect the respondent, shall not be cause for withdrawal or modification of the amounts submitted herein. Exceptions to the RFP documents and/or modification of the proposal may render the proposal non-responsive.
C. Upon due consideration and review of this document along with its appendices, written addenda, and written clarifications prior to the interview, the respondent does hereby submit the following proposal for Design/Build Guaranteed Maximum Price (GMP) Contracting services, consistent with the schedules provided in the Statement of Work.
Respondents are hereby advised that it is the City’s desire to accelerate design and construction schedules where reasonably possible, without adverse cost impact.
D. Respondent should complete the Cost Proposal Form by filling in all blanks on the form that follows.
