About this file
This is Addendum No. 1 to contract ES 2026-03 issued by the City of Raleigh Engineering Services Department on July 2, 2026, for the FY25 Traffic Calming, West & Harrington Bike Lane Improvements, and S. King Charles Projects. The addendum modifies the original plans sealed June 11, 2026, and specifications sealed June 12, 2026, and clarifies key bid requirements and project parameters. A pre-bid meeting was held on June 30, 2026, with attendee information and agenda notes included as an attachment. Sealed bids are due July 14, 2026, at 3:00 p.m. at the Raleigh Municipal Building, Room 419. The project scope includes speed humps, speed cushions, speed tables, concrete medians and refuge islands, pavement markings, tubular markers, rubber wheel stops, traffic signal loop relocations, and traffic signage. Specific bid line items have been revised, including Inductive Loop Relocation (Item WH-11) adjusted to 150 linear feet and Speed Hump (Item KC-05) clarified to include required markings.
The bid structure requires contractors to submit a Total Base Bid Amount covering FY25 Traffic Calming and West & Harrington Bike Lanes, and a separate Total Bid Alternate Amount for S. King Charles Road. Award will be determined by adding the base and alternate bid totals, though the City reserves the right to eliminate the alternate scope if budget constraints require. Contractor-furnished sign line items include all necessary materials, posts, and signage for each location. The City of Raleigh will provide all inspections and surveying services. Bid security of 5% of the total bid amount is required, and a 15% MWBE participation goal has been established with prime contractors required to identify MWBE participation in their submissions. An Excel bid tab template has been provided to bidders for reference. Contractors must be licensed under North Carolina General Statute Chapter 87, and submittals for "or-equal" items were due by June 26, 2026.

Item 3: Questions and Answers During /Post Pre-Bid:
1. We understand that this project has a Base Bid (that includes FY25 Traffic Calming and West &
Harrington Bike Lanes) and an Alternate Bid which is S. King Charles Road. It is our understanding that the basis for determining the lowest responsive and responsible low bid will be to add the total of the Base
Bid and the Alternate. We understand that the alternate may not be constructed if over budget. At that point we assume the low bidder will be informed of the deletion of that part of the project. Are these assumptions and understanding correct?
Answer: The contractor is required to price the Total Base Bid Amount and the Total Bid Alternate
Amount. At the bid opening, the apparent low bidder for the Total Base Bid and the apparent low bidder for the Total Bid Alternate will be announced.
After the bid opening, the City will determine if the Total Base Bid Scope or Total Bid Alternate scope will be constructed.
2. In reference to the Inductive Loop Repair Item #WH11, should the unit be Each instead of LF? It would seem to be easier to quantify a fair price for the repair.
Answer: The inductive loop relocation is measured in Linear Feet and the quantity has been revised to
150 LF.

Addendum No. 1 A-2
3. In the prebid meeting in reference to Contractor Furnished Signs Item No. there was information that stated that the quantity includes a single sign post and may have multiple signs mounted on one post.
Have we understood that rightly?
Answer: The Line Item (Contractor Furnished Sign) is for each location no matter if there is one or two physical signs installed on the u-channel. This should include all necessary materials, including posts, as well as signage for that location.
4. There was a request for an Excel Sheet to calculate the bid. Will that be forthcoming?
Answer: A copy of the Excel Bid Tab will be issued for reference.
5. We understand that the City of Raleigh will provide inspections and surveying. Is that correct?
Answer: The City of Raleigh will provide inspections and surveying.
6. Can you provide the prebid meeting agenda to the bidders?
Answer: The prebid meeting agenda will be attached to the addenda.
