About this file
This is a sealed bid form issued by the City of Raleigh, North Carolina Engineering Services Department for project ES 2026-03, consisting of three integrated traffic improvement initiatives: FY25 Traffic Calming projects, West and Harrington Bike Lane improvements, and S. King Charles Road enhancements. The scope of work encompasses speed humps (30 units), speed tables (5 units), speed cushions (34 units), concrete medians and islands (100 square yards combined), pavement markings in various configurations totaling over 13,000 linear feet, thermoplastic and methyl methacrylate markings, tubular markers (354 units), rubber wheel stops (104 units), contractor-furnished signage (163 locations), temporary traffic control measures, inductive loop repairs, and erosion control measures. The bid deadline is July 14, 2026 at 3:00 p.m. at the Raleigh Municipal Building, Room 419. A non-mandatory pre-bid meeting is scheduled for June 30, 2026 at 2:30 p.m. in Room 303. Submittals for "or-equal" items must be submitted by June 26, 2026, within ten days of advertisement issuance. Bidders are required to have visited the site and become familiar with site conditions and all applicable laws and regulations.
The bid form requires lump sum pricing for all work items organized into three separate bid schedules with line items, quantities, and unit price fields for completion by bidders. Bid security of 5% of the total bid amount must accompany each submission. The City has established a 15% Minority/Women Business Enterprise (MWBE) participation goal, and prime contractors must identify MWBE participation in their bids. North Carolina General Statute Chapter 87 licensing is required for all contractors performing the work. Under North Carolina General Statute 143-128(d), bidders on single prime projects must identify selected contractors for HVAC, Plumbing, Electrical, and General work branches, or indicate "N/A" if not applicable. Award will be made to the lowest responsible and responsive bidder, with unit price work final payment based on actual quantities rather than estimated quantities. Estimated quantities are provided solely for bid comparison purposes. Bidders acknowledge that unit price computation follows General Conditions Paragraph 13.03.B, and all cash allowances are included in the stated lump sum prices.
