About this file
This is Addendum 1 to a Request for Quotes (RFQ) for pharmacy consulting services at the West Virginia Veterans Home, issued by the West Virginia Department of Veterans' Assistance. The RFQ seeks a consulting pharmacist to provide monthly medication reviews, controlled substance reconciliation, policy and procedure recommendations, and semi-annual drug labeling compliance reviews. The scope of work requires approximately 96 estimated annual hours, based on historical data indicating that a consulting pharmacist typically requires eight hours per month to complete all required duties. The actual hours required may vary depending on operational needs. The work can be completed flexibly, with the consulting pharmacist determining the scheduling arrangement (such as one eight-hour day, two four-hour days, or multiple one-hour sessions) as long as all monthly and semi-annual duties are completed.
The pharmacy consulting services are not new to the West Virginia Veterans Home, with Assured Care previously serving as a vendor for these services. The primary pharmacist providing coverage is the pharmacist on duty at Hershel Woody Williams Veterans Hospital in Huntington, West Virginia. The RFP pricing page does not provide additional line items for expenses related to backup pharmacy coverage during periods of primary pharmacist absence, with such costs expected to be incorporated into the primary service pricing. The anticipated annual budget for the contractual requirements cannot be disclosed prior to contract award, in accordance with West Virginia State Code 5A-3-11a, which prohibits vendors from receiving maximum budgeted amounts prior to contract award.

| 1 | Please assist us in understanding the Estimated Annual Hours provided on Exhibit A – Pricing Page. After reviewing the extensive scope of work identified in the Specifications, section 4. Requirements, I am requesting clarification and or explanations for how the requirements can be completed within the estimated 96 annual hours noted in Exhibit A. For a standard eight-hour per day work week the 96 annual hours will represent 12 days per year, which is not enough time to effectively complete the annual level of effort identified in the Specifications. Please provide clarification for the estimated annual hours, or clarification on completing the Pricing Page if I have misinterpreted the spreadsheet. | Historically, our consulting pharmacist has been able to complete all required duties in about an eight hour window per month, whether that be one eight hour day, two four hour days or eight one hour days. Which days worked and when are up to the consulting pharmacist as long as all monthly and semi annual duties are completed. The 96 hours on the Pricing Page is an estimate based on historical data. Actual hours could be more or less. |
| 2 | Is this a new requirement for the WV Veterans’ Home? If not, what agency/provider renders the services now? | No, this is not a new requirment for the Veterans Home. Assured Care is one of the vendors we have used in the past. |
| 3 | What is the anticipated annual budget for these contractual requirements? | That information is not allowable to be released at this time. According to WV State Code §5A-3-11a, which states "Spending units shall include the maximum budgeted amount available for each purchase in a requisition submitted to the Purchasing Division. No person may disclose this maximum budgeted amount to any vendor prior to the award of a contract". |
| 4 | How can we identify the costs/expenses for providing pharmacy coverage during periods when the primary pharmacist is absent? The RFP Pricing Page does not allow additional entries for this purpose. | The primary pharmacist for the West Virginia Veterans Home (WVVH) is whoever the pharmacist is on duty that day at the Hershel Woody Williams Veterans Hospital located in Huntington, WV. Our pharmacy consultant does monthly reviews of the medications and dosages as they relate to the diagnosis in the resident file, reviews records and receipt and disposition of all controlled substances to allow an accurate reconciliation at any point in time, does a general review of WVVH policies and procedures and suggests policy changes to the Director of Nursing and also destroys unused or expired medications each month. The consultant also does a semi annual review of the labeling of all drugs and biologicals to ensure that such labeling is based on currently accepted professional standards. |
