Addendum #1 to IFB 2027-0100: Carpios Ridge Restroom Replacement

This document is an addendum issued by Colorado Parks and Wildlife (CPW) Southeast Regional Office dated August 31, 2026, clarifying and revising terms for the Carpios Ridge Restroom Replacement project located at 32610 Highway 12, Trinidad, Colorado. The project involves the demolition of an existing men's and women's restroom facility and replacement with new restroom infrastructure. The addendum addresses three key clarifications: asbestos abatement requirements discovered during a pre-demolition inspection, electrical service specifications, and engineered drawing requirements for onsite build options. A pre-demolition asbestos inspection was conducted on November 14, 2025, identifying asbestos-containing materials (ACM) in the sealant surrounding skylights and pipe jacks at 10% chrysotile concentration. The contractor is required to remove this asbestos at their expense as part of Bid Item 2 (Demo Existing Restroom Facility and Concrete). Additionally, the electrical specifications have been clarified to require a 200-amp service in the chase area, and contractors selecting the onsite build option must provide engineer-stamped drawings for approval equivalent to the CXT Drawings and Specifications included in the bid package.

The asbestos inspection included 21 bulk samples analyzed via polarized light microscopy (PLM) by Eurofins Built Environment Testing East, LLC, an NIST-accredited laboratory. Of the samples collected, only two samples (Lab IDs 3893242 and 3893243) detected asbestos, both containing 10% chrysotile in the tar sealant material located on skylights and pipe jacks, covering approximately 20 square feet. All other sampled materials—including formica countertops, CMU block, faux tile, tar and gravel roofing, concrete, epoxy flooring, and pipe wrap—tested negative for asbestos. The inspection report notes that additional sampling may be required during demolition if suspect materials are discovered beyond those identified in the survey. The project is managed by Dennis Beamis, PE, Engineer and Project Manager at CPW Southeast Regional Office (719-227-5200), with support from LTS Resource and Lindsay Nibert, the certified asbestos inspector.

ADDENDUM ONE

August 31, 2026

Subject: Addendum Number One to: IFB1: 2027-0100

PMAA-SETR-Carpios Ridge Restroom Replacement

To Whom It May Concern:

The following items clarify or revise the language of the subject request for proposal and should be considered by all

Proposer’s when submitting their proposal. Make sure to note receipt of this addendum on page 1 of the Bid Schedule.

Announcements and answers to questions are in Bold type:

1. Attached please find the Pre-Demolition Asbestos Inspection Report and the CDPHE Demolition Notification

Application Form. As the report shows, asbestos was found in the sealant used around the skylights and pipe jacks of the existing building. The asbestos will need to be removed according to instructions on the

Demolition Notification Application Form at the contractor’s expense. This expense will be included as part of “Bid Item 2. Demo Existing Restroom Facility and Concrete”.

2. Appendix A - Drawings Bid Set page 4 shows a 200 amp service in the chase area while Bid Documents C26TR1 page 67 states a 400 amp breaker panel will be provided. Please advise which amperage panel you are requiring..

A 200 amp service will be required in the chase area as shown on the drawings.

3. Will the contractor be required to provide Engineered/Stamped drawings for the onsite build option?

Yes. The contractor will need to provide engineered/stamped drawings for approval that are equal to the

CXT Drawings and Specifications provided in the bid package.

2 samples of each miscellaneous material are taken to facilitate any amount of disturbance or removal, 3 samples of each thermal system insulation are taken to facilitate any amount of disturbance or removal, 3 samples of each surfacing material are taken to facilitate disturbance or removal of up to 1000 square feet, 5 samples of each surfacing material are taken to facilitate the disturbance or removal of up to 5000 square feet, 7 samples of each surfacing material are taken to facilitate any amount of disturbance or removal.

Samples were taken to facilitate compliance with state regulations set forth in Colorado Regulation 8. Additional sampling may be required if the amount to be disturbed ends up being greater than what was originally thought.

Bulk Sampling and Lab Results: 21 bulk samples of the suspect materials as stated above were taken per Colorado

Regulation 8, Section III.A.3.e.(iv)(C) with consideration of Colorado Regulation 8 section, III.A.3.c.(i)(D). in the areas to be disturbed. The samples were collected in sealed bags and were sent to a lab for bulk analysis by standard EPA approved methods to Eurofins CEI, EMSL, Atlas or Amiantos., an NIST (National Institute of Standards and

Technology) accredited laboratory participating in the National Voluntary Laboratory Accreditation Program (NVLAP).

The samples were analyzed by Polarized Light Microscopy, a method of visual estimation used for the identification of asbestos concentrations in bulk materials. Point counts or composite done will be listed in the following chart.

The table below is a summary of the description, location and asbestos content of all samples collected from the site. A copy of the actual lab analysis and COC is included at the end of this report.

Limitations: Samples of the suspect materials were taken as locations to potentially be disturbed. Please note, that once demolition begins, should any other suspect material show up that are not listed in this report, additional sampling may be required OR it can be assumed to be ACM and treated appropriately. This includes larger areas of materials that have already been sampled for this survey.

This survey is specific to the needs of Colorado Parks and Wildlife regarding their demolition activities and should NOT be used by any other entity.

Conclusion: No ACM detected in this demolition survey.

Dear Lindsay, Enclosed are asbestos analysis results for PLM Bulk samples received at our laboratory on November 17, 2025.

The samples were analyzed for asbestos using polarizing light microscopy (PLM) per the EPA 600/R-93/116:

Method for the Determination of Asbestos in Bulk Building Materials and EPA 40 CFR Appendix E to Subpart E of Part 763: Interim Method of the Determination of Asbestos in Bulk Insulation Samples.

Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per EPA regulatory requirements. The detection limit for the EPA 600 Method is <1% by calibrated visual estimate.

Thank you for your business and we look forward to continuing good relations.

Kind Regards, Kamila Reichert, Laboratory Director

Due to the limitations of the EPA 600 / R93 / 116 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
