About this file
This document is Addendum 1 for the Brevard County Purchasing Services bid B-5-25-28 for Uncrushed Oil Filters & Used Oil Collection (Co-Op), dated January 6, 2025. The addendum provides clarifications to prospective bidders regarding the upcoming bid opportunity, with the bid opening scheduled for Thursday, January 9, 2025, at 10:30 AM. The addendum addresses three specific questions from potential bidders concerning the collection and disposal of used oil filters, gasoline/oil mixes, and absorbent materials.
The key clarifications include: (1) gasoline/oil mixes are not used or stored in household hazardous waste tanks, (2) the City of Cocoa Fleet has an oil filter crusher and desires disposal options for both crushed and uncrushed filters, and (3) TCLP testing is not performed on absorbent materials from fuel tank overfill protection areas, as these are used to separate oil from water rain runoff. The addendum maintains that all other terms and conditions of the original bid package remain unchanged, and bidders are requested to acknowledge receipt of this addendum on their price sheet.

Uncrushed Oil Filters & Used Oil Collection (Co-Op) B-5-25-28
January 6, 2025
ADDENDUM 1
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: Is gasoline or gasoline/oil mixes received at the Household Hazardous Waste
Centers kept separate from waste oil?
Answer: Gasoline/oil mixes are not used or in the household Hazardous Waste tank.
Question 2: It appears that all the used oil filters that will be collected are uncrushed, except at the City of Cocoa, where they are crushed. Is it possible for the City of Cocoa to dispose of them uncrushed as well?
Answer: Cocoa Fleet has an oil filter crusher. Crushing the filters means you can add more filters in drum reducing the interval between pickup. Cocoa Fleet would like to have disposal options for both crushed and uncrushed filters.
Question 3: For the absorbent disposal, do you have any TCLP testing on file documenting they are indeed non-hazardous? Also, can you add TCLP testing to the price sheet that would cover the cost of such testing?
Answer: TCLP testing is not performed as the absorbents are from the fuel tanks sites overfill protection area to separate oil from the water rain runoff.
Please note that the bid opening date and time remains Thursday, January 9, 2025 @ 10:30 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers
Purchasing Manager
