About this file
This addendum to Competitive Solicitation No. 25494-RFP-MST modifies the Roof Drain Services procurement issued by Hillsborough County Public Schools (HCPS) in Florida. The addendum, dated October 3, 2025, amends Section 5.4.5.1 of the original solicitation documents to expand the scope of work requirements. Bidders must now demonstrate capability and qualifications to perform not only roof drain repair and replacement services but also minor roof repairs, patching, and maintenance across a variety of roofing materials and system types. The original solicitation details indicate that HCPS intends to award contracts to three primary vendors covering West, Central, and East geographical maintenance areas. The solicitation requires vendors to submit pricing using a provided Excel spreadsheet with rates for standard and non-standard hours for both Journeyman and Apprentice technicians, with an estimated annual usage of 2,500 standard hours and 200 non-standard hours. Key dates for the procurement include a question deadline of October 9, 2025, and a final proposal due date of October 23, 2025, with contract terms beginning upon Board approval and potential automatic renewals for up to four additional one-year periods.
The pricing structure utilizes a firm, fixed price per unit model that includes all delivery, trip, fuel surcharges, and service call charges within proposed pricing, with a maximum 15% markup on materials for unspecified miscellaneous items. All vendors must provide a one-year warranty on goods and services. The solicitation encourages small business participation through HCPS's Small Business Encouragement Program (SBEP), with evaluation points awarded based on the percentage of work allocated to HCPS-registered small business enterprises. Bidders are required to complete multiple compliance documents, including a Vendor Registration Form, a Contracting with Entities of Foreign Countries of Concern Prohibited Affidavit, and a Vendor Affidavit Regarding the Use of Coercion for Labor and Services. The procurement restricts participation from entities owned, controlled, or principally located in designated foreign countries of concern, including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. Evaluation criteria include pricing, small business participation, and the vendor's ability to meet comprehensive service requirements. All bidders must acknowledge receipt of this addendum with their proposal submission.
