About this file
This document is Addendum #1 for a Request for Proposals (RFP) for a High Quality Preschool Curriculum issued by the state of Utah, focusing on establishing a comprehensive evaluation process for curriculum proposals. The RFP outlines a technical proposal evaluation process with a total of 100 possible points across multiple criteria categories including Format (30 points), Use (35 points), and Content (25 points), with vendors required to score a minimum of 70 points to advance to the cost evaluation stage.
The pricing evaluation component allows qualified offerors who meet the 70% technical score threshold to submit a cost proposal formatted as a "per-student-per-year" and "per-teacher" fee schedule, with a maximum cost score of 50 points. The cost scoring will be determined through a comparative formula that calculates points based on the relationship between a vendor's proposed price and the lowest offered price. The evaluation criteria emphasize comprehensive aspects of curriculum development, including scope of resources, cultural inclusivity, guiding principles, assessment, curricular design, teacher support, training, and content alignment.
